Job Overview:
The position of Senior Specialist in Agriculture and Rural Development is pivotal in leading the IDB's technical and policy dialogue in Haiti. The role involves overseeing the implementation of operations and technical cooperations, managing risks, and ensuring compliance with contractual commitments. The specialist will work closely with various stakeholders, including government authorities and multisectoral teams, to design and implement sectoral operations that align with the Bank's policies. The position also requires contributing to the preparation of sector and country strategies, conducting analytic work, and disseminating knowledge to enhance the IDB's relevance in Haiti. The specialist will be responsible for building and maintaining networks that facilitate knowledge sharing and collaboration.

Duties and Responsibilities:
  • Supervise the implementation of operations and technical cooperations, ensuring development effectiveness and compliance with contractual commitments.
  • Lead the preparation and implementation of supervision plans and budgets.
  • Design and implement monitoring and evaluation activities.
  • Prepare analytical knowledge products on operation effectiveness and lessons learned.
  • Originate, design, and prepare investment projects and technical cooperations in collaboration with the Country Office Representative.
  • Lead policy dialogue in technical areas related to agriculture and rural development.
  • Contribute to sector dialogue with government and partners, identifying areas for Bank support.
  • Participate in donor coordination to maximize synergies.
  • Conduct sector-relevant analytic work to inform country dialogues and investment operations. 1
  • Actively collaborate with the national Agriculture and Rural Development Specialist in Haiti and supervise technical consultants.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in agriculture, sustainable rural development, agricultural economics, natural resources management, economics, or related fields. A minimum of 5 years of relevant professional experience is required, with proven experience in managing and supervising investment projects in agriculture and/or rural development, particularly in Latin America and the Caribbean. Experience in fragile states and with multilateral/multi-donor funding is desirable. Candidates should also have experience in designing, supervising, and implementing multi-sectorial projects and fostering strategic alliances with the private sector.

Educational Background:
A Master's degree or equivalent advanced degree in relevant fields such as agriculture, sustainable rural development, agricultural economics, natural resources management, or economics is required for this position. This educational background is essential to understand the complexities of agricultural and rural development in the context of Haiti.

Experience:
The position requires a minimum of 5 years of relevant professional experience, particularly in managing and supervising investment projects in agriculture and rural development. Experience in fragile states and with multilateral funding is highly valued. Candidates should demonstrate a strong track record in project design, supervision, and implementation, as well as in fostering strategic partnerships with the private sector.

Languages:
Proficiency in French and English, both spoken and written, is mandatory for this position. Additional knowledge of Spanish and Portuguese is considered a plus, enhancing the candidate's ability to communicate effectively in a multilingual environment.

Additional Notes:
The position is an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement. It is classified as a non-family post, meaning that the staff member's family may not reside or visit in Haiti. The selected candidate must comply with the terms and conditions set by the Bank. The IDB Country Office is temporarily located in Cap-Haitien.
