Job Overview:
As a Programs Officer at the Papua New Guinea Resident Mission (PNRM) within the Pacific Department (PARD), you will play a crucial role in supporting the mission's objectives. Your primary responsibilities will include conducting country programming missions to build the country assistance pipeline, monitoring project processing, and preparing the Country Partnership Strategy (CPS). You will act as a focal point for relevant thematic issues and activities, ensuring effective communication and collaboration with government counterparts and stakeholders. This position requires a proactive approach to support the PNRM director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Country Operations Head in various tasks, including maintaining databases, preparing publications, and providing technical support during consultations and missions. Your contributions will be vital in ensuring the successful implementation of ADB programs in Papua New Guinea, ultimately contributing to the organization's mission of fostering sustainable development in the region.

Duties and Responsibilities:
The Programs Officer will be responsible for a wide range of duties, including:
  • Supporting the PNRM Country Director and Country Operations Head in conducting country programming missions and preparing the Country Partnership Strategy (CPS).
  • Updating and monitoring concessional lending resource allocation to Papua New Guinea (PNG) and maintaining the country assistance pipeline database.
  • Preparing ADB-wide publications, documents, and briefing materials, such as the Annual Report, Fact Sheet, and work program and budget framework.
  • Monitoring loan and technical assistance (TA) processing status and providing updates as requested.
  • Coordinating with government departments/agencies, development partners, and relevant stakeholders to support ADB programs in PNG.
  • Supporting team leaders and members in loan and TA project processing to ensure completion of all necessary milestones.
  • Providing technical support and participating in consultation and fact-finding missions as required.
  • Reviewing ADB documents, including loan and TA documents, and undertaking administrative tasks as requested.
  • Supporting PNRM portfolio management and processing selective TA projects assigned to PNRM. 1
  • Performing other duties as reflected in your workplan.

Required Qualifications:
To be considered for the Programs Officer position, candidates must possess the following qualifications:
  • A Bachelor's degree in economics, development studies, public policy and administration, business administration, or other related fields; advanced training is preferred.
  • A minimum of 8 years of relevant professional experience in program/project management and implementation.
  • Demonstrated experience within the assigned sector and knowledge of different stages of the project cycle is desirable.
  • Sound knowledge of government administrative systems and procedures.
  • Ability to guide junior colleagues in work planning, delivery, and quality review.
  • Strong collaboration skills to work productively with individuals and teams both within and outside ADB.
  • Excellent proficiency in oral and written English communications.

Educational Background:
Candidates must have a Bachelor's degree in a relevant field such as economics, development studies, public policy and administration, or business administration. Advanced training in these areas is preferred, indicating a higher level of expertise and understanding of the complexities involved in program and project management.

Experience:
The position requires at least 8 years of relevant professional experience in program or project management and implementation. Candidates should have demonstrated experience within the assigned sector and a solid understanding of the various stages of the project cycle. This experience is crucial for effectively supporting the PNRM and ensuring the successful execution of ADB programs in Papua New Guinea.

Languages:
Proficiency in English is mandatory, both oral and written, as the role requires effective communication with various stakeholders, including government counterparts and development partners. While English is the primary language required, knowledge of additional languages relevant to the region may be considered an asset but is not mandatory.

Additional Notes:
This is a fixed-term appointment with the option to renew for an initial period of 3 years. The appointment is not convertible to a regular position and may be extended on an exceptional basis for a further fixed period at the discretion of ADB. This position is open to internal and external applicants but is specifically a local staff position, meaning it is only available to nationals and residents of Papua New Guinea.
