Job Overview: The Director position is a senior leadership role within the Economic Analysis and Operational Support Division (EREA) of the Economic Research and Development Impact Department (ERDI) at ADB. The successful candidate will be responsible for leading the division in enhancing the relevance, responsiveness, and quality of ADB operations through high-quality research on development issues in Asia and the Pacific. This role involves conducting diagnostics of critical development constraints, providing analytical work on project economic analysis, and evaluating methodologies. The Director will work closely with country and project teams to strengthen the development impact of ADB operations and ensure the consistent application of economic principles in operations. The position requires a strategic mindset to lead the division's vision, goals, and priorities while managing a diverse team of technical staff. The Director will also represent ADB in external policy discussions and consultations, making this role pivotal in shaping the bank's strategic direction and operational effectiveness.
Duties and Responsibilities:
Lead the division in establishing and cascading its vision, goals, strategic priorities, and key result areas in alignment with ADB's institutional and departmental goals.
Oversee the preparation of division work, ensuring the quality of outputs and the achievement of long-term goals and annual targets.
Manage operations support for strengthening economic analysis underpinning country partnership strategies, programs, and projects.
Lead the development impact team in support of ERDI's mandate and contribute innovative approaches to policy and operational issues.
Represent ERDI in management decision meetings and interdepartmental task forces on relevant topics.
Manage division operations, providing guidance on research issues and ADB policies.
Facilitate coordination and cooperation between division staff and other ERDI divisions and ADB departments.
Lead the planning, budgeting, and implementation of the division's annual work plans.
Create and lead multidisciplinary teams, ensuring the quality of their work and undertaking performance management of division staff. 1
Provide mentoring and ensure ongoing learning and development for teams and individuals.
Required Qualifications:
PhD degree or equivalent in Economics, Development, or related fields.
Proven experience in leadership and managerial roles, including managing diverse teams of technical international and local staff.
At least 15 years of substantive experience in economic research at country, sector, or project levels.
Strong knowledge of economic analysis of development projects and programs, as well as preparation of country partnership strategies.
A record of publications in professional journals on economics and development topics.
International experience working in development across multiple countries.
Proficiency in engaging effectively with staff, management, and external counterparts.
Educational Background: Candidates must possess a PhD degree or equivalent in Economics, Development, or related fields. This advanced educational background is essential for understanding complex economic issues and contributing to high-level research and analysis within the organization.
Experience: The position requires at least 15 years of substantive experience in economic research, particularly at the country, sector, or project levels. Candidates should have a strong track record of leadership and managerial experience, demonstrating the ability to manage diverse teams effectively and engage with various stakeholders in the development sector.
Languages: Written and verbal proficiency in English is mandatory for this position. This proficiency is crucial for effective communication within the organization and with external partners. Additional language skills may be considered an asset, particularly those relevant to the Asia-Pacific region.
Additional Notes: This is a fixed-term appointment for a managerial position, initially for a period of three years. After the initial term, ADB may choose to renew the appointment for up to an additional three years, depending on various factors such as the relevance of the staff's skills to ADB's medium- to long-term plans and the staff's managerial competencies. This appointment is not convertible to a regular appointment, and there is no limit on the number of renewals up to the Normal Retirement Date.
