Job Overview: The Operations Analyst plays a crucial role in leading the operations team at the Country Office in Addis Ababa, under the supervision of the International Operations Manager. This position is pivotal in providing operational expertise to facilitate the implementation of programs and projects. The Operations Analyst is expected to ensure a fully accountable and well-managed office, contributing to the achievement of program results through effective management of resources and compliance with financial policies. The role involves close collaboration with program staff and participation in inter-agency coordination to foster a client-oriented approach. The Operations Analyst will be responsible for assessing operational requirements, managing financial resources, ensuring compliance with UNFPA and donor requirements, and maintaining effective communication between implementation hubs and the head office.
Duties and Responsibilities: The Operations Analyst will be responsible for a variety of tasks including assessing operational requirements for program implementation at both federal and regional levels. This includes supporting the achievement of program results related to personnel, sub-contracts, procurement, fellowships, and other project-related events. The Analyst will ensure strategic management of financial resources, track available resources, and ensure compliance with financial policies. They will also quality assure workplan budgets, procurement plans, and financial reporting from implementing partners (IPs) to ensure adherence to UNFPA regulations. The role involves overseeing the implementation of corporate financial and procurement systems, ensuring personnel are trained, and maintaining timely provision of goods and services. The Operations Analyst will participate in inter-agency meetings to represent UNFPA's interests and will work to maintain a harmonious working environment by encouraging team-building and active participation.
Required Qualifications: Candidates must possess an advanced degree in business administration, public administration, finance, human resources, information technology, or a related discipline. They should have a minimum of two years of progressively responsible professional experience in administration, finance, or office management. Strong analytical and leadership skills are essential, along with excellent verbal and written communication abilities. Candidates should demonstrate solid knowledge in financial management, procurement, and general administration, and have the ability to lead business process re-engineering and implement new systems. Proficiency in current office software applications and corporate IT systems is also required.
Educational Background: An advanced degree in a relevant field such as business administration, public administration, finance, human resources, or information technology is required for this position. This educational background is essential to ensure that the Operations Analyst has the necessary theoretical knowledge and practical skills to effectively manage operations and contribute to program implementation.
Experience: The position requires at least two years of progressively responsible professional experience in administration, finance, or office management. Candidates should have a proven track record of strong analytical and leadership skills, as well as the ability to build relationships with clients and respond positively to feedback. Experience in managing financial resources and understanding the complexities of field office operations in challenging environments is highly desirable.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is considered desirable and may enhance a candidate's application.
