Job Overview: The Associate Fuel Officer plays a crucial role in managing fuel operations within the mission. This position involves assisting in fuel management, operations, fraud prevention, quality control, and invoice verification. The officer is expected to implement and monitor projects aimed at improving the management of fuel assets and ensure the daily upkeep of related facilities and equipment. The role requires close coordination with regional fuel staff and the Mission Fuel Unit to ensure timely and controlled fuel deliveries. The Associate Fuel Officer will also contribute to the development of contracts for fuel services, maintain communication with regional supervisors, and track fuel usage through the Mission Electronic Fuel Management System (eFMS). This position demands a proactive approach to problem-solving and effective communication skills to address supply chain issues and ensure quality assurance in fuel operations.
Duties and Responsibilities: The Associate Fuel Officer will be responsible for the following duties:
Implement and monitor projects to improve fuel asset management and control of fuel equipment.
Manage a central record of fuel inventories, task orders, and deliveries, ensuring coordination between regional staff and the Mission Fuel Unit.
Develop outsourced contracts for fuel services, including preparing Statements of Work and conducting technical evaluations.
Maintain communication with regional fuel supervisors to resolve supply chain issues.
Track fuel usage using the Mission Electronic Fuel Management System (eFMS).
Manage regional Quality Assurance plans and participate as a Quality Assurance Surveillance Evaluator (QAE).
Monitor and assist in investigating fuel accounting discrepancies and conduct periodic physical verification of fuel records.
Required Qualifications: Candidates must possess a master’s degree in petroleum/mining engineering, chemical/mechanical engineering, or a related technology program from a recognized university. Alternatively, a first-level university degree with two additional years of relevant experience may be considered. Specific internationally recognized courses in fuel quality inspection techniques are desirable. Candidates should demonstrate a strong understanding of fuel management and quality assurance processes.
Educational Background: A master’s degree in a relevant field such as petroleum or mining engineering, chemical or mechanical engineering, or equivalent training is required. A first-level university degree with additional relevant experience may also be acceptable. Specialized training in fuel quality inspection techniques is considered an asset.
Experience: At least two years of experience in large-scale fuel Quality Assurance (QA) for retail or logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations, or with a major petroleum corporation or NGO, is required. Candidates should have direct management experience in aviation Jet A1 refueling and experience in diesel fuel management, handling, transportation, safety, and storage. Proven ability to analyze complex aviation fuel issues and work independently on significant fuel quality projects is desirable.
Languages: Fluency in French is required for this position, as it is one of the working languages of the United Nations. Knowledge of English is desirable but not mandatory.
