Job Overview: The position of International Consultant involves conducting a comprehensive study on the Blue Economy, specifically focusing on regional economic integration and the fish value chain in East Africa. The consultant will analyze existing policies, identify challenges and opportunities, and propose actionable solutions to enhance regional cooperation and investment in the blue economy. The study aims to evaluate the role of transboundary economic zones and the African Continental Free Trade Area (AfCFTA) in fostering sustainable development within the blue economy sectors. The consultant will also facilitate a capacity-building workshop to present findings and engage stakeholders in discussions on promoting sustainable blue economy development.
Duties and Responsibilities: The consultant will be responsible for preparing a detailed research plan, conducting consultations and interviews with regional stakeholders, organizing a field study trip to collect data, analyzing the data to identify trends, and producing a comprehensive report on the findings. The consultant will also develop a pilot case recommendation for implementing regional economic integration initiatives and organize a capacity-building workshop to present the study’s findings. Throughout the project, the consultant will work closely with UNECA staff, other consultants, and stakeholders to ensure effective coordination and alignment with project objectives.
Required Qualifications: Candidates must possess an advanced university degree in international trade, regional integration, value chain development, environmental economics, or a related field. A minimum of 10 years of progressively responsible experience in economics, international trade, or related fields is required, along with at least 5 years of experience in developing blue economy strategies. A solid understanding of regional integration policies, particularly within the African context, is essential. Candidates should demonstrate strong methodological and analytical skills, as well as experience in conducting qualitative research and stakeholder engagement.
Educational Background: An advanced university degree (master's degree or equivalent) in relevant fields such as international trade, regional integration, or environmental economics is required. Alternatively, a degree related to fisheries or blue economy sectors may be considered. Candidates should have a strong academic background that supports their ability to conduct rigorous research and analysis in the context of the blue economy.
Experience: Candidates should have at least 10 years of relevant experience in economics, international trade, or regional integration, with a focus on blue economy strategies and policies. Experience in developing sustainable fisheries management practices and understanding the dynamics of the fisheries value chain is highly desirable. Proven ability to conduct academic and applied studies, as well as experience in multicultural settings, is essential for this role.
Languages: Full proficiency in English is required for this position, as it is the working language of the United Nations Secretariat. Professional knowledge of any East African language, such as Swahili, will be considered an asset, enhancing the consultant's ability to engage with local stakeholders and gather relevant data.
Additional Notes: The consultancy is expected to last for a duration of 4 months, with the consultant working under the supervision of UNECA's Natural Resources and Green and Blue Economy Section. The position is home-based, allowing for flexibility in conducting research and consultations. The consultant will be expected to produce original work and ensure that all outputs are properly cited and recognized.
