Job Overview:
The Information Systems Officer position is critical within the United Nations, particularly in the Geospatial, Information and Telecommunications Technologies Sections/Units. This role involves significant responsibility in planning, leading, and delivering major systems projects that align with the UN's overall objectives and policies. The incumbent is expected to provide expert advice on complex systems analysis and design, ensuring that new systems or modifications to existing systems meet user needs. The role requires a proactive approach to identifying technological solutions and implementing them effectively, while also managing project timelines and budgets. The Information Systems Officer will work closely with various stakeholders to ensure that systems are efficient, secure, and in line with best practices, thereby enhancing the overall performance of the organization.

Duties and Responsibilities:
The Information Systems Officer will be responsible for a wide range of duties, including but not limited to: planning and directing major systems projects that impact critical operations; providing expert advice on systems analysis and design; developing feasibility assessments and project plans; overseeing the technical evaluation of proposals for contractual services; tracking project progress and ensuring adherence to quality measures; providing leadership and guidance to project teams; developing and implementing information standards and guidelines; preparing technical documentation and training materials; analyzing data to identify trends and insights; and participating in budget planning and preparation. The officer will also be involved in the execution of complex project aspects, ensuring that solutions address business needs and comply with security protocols.

Required Qualifications:
Candidates must possess a strong knowledge of systems design, development, and management of complex information systems. They should have a solid understanding of information systems architecture, software development life cycle (SDLC), and IT infrastructure. Familiarity with mainstream programming languages, data integration processes, and cloud-based services is essential. The ability to develop and oversee large institutional systems and a strategic analytical capacity to evaluate critical systems matters are also required. Candidates should demonstrate professionalism, planning and organizing skills, client orientation, and technological awareness.

Educational Background:
An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, geospatial technology, computer/electrical engineering, or a related field is required. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or a related area is required. This experience should demonstrate a strong track record in managing complex systems projects and providing expert technical guidance.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is the other working language of the organization. Proficiency in additional languages may be considered an asset.
