Job Overview: The position of Junior Policy Advisor and Data Analyst focuses on enhancing transparency in development cooperation, a principle that Germany committed to during international effectiveness summits. The role involves supporting the Federal Ministry for Economic Cooperation and Development (BMZ) in making project data more transparent and improving data quality and management. The successful candidate will work on various projects related to ICT and digitalization, contributing to the development of analysis tools and methods tailored to the needs of development cooperation. This includes working with large datasets, implementing automated data pipelines, and engaging in policy processes at both national and international levels. The position also requires participation in relevant political events and supporting the internal and external communication of BMZ's reporting obligations.
Supporting the BMZ in developing analysis tools and methods focused on data collection processes, data quality, and data visualization using tools like Power BI.
Assisting in the development of a Microsoft Azure Data Warehouse.
Analyzing large datasets from various sources related to Open Data.
Implementing automated data pipelines and tabular cubes.
Advising the BMZ on innovations in new technologies and processes, including artificial intelligence.
Participating in national and international policy processes, preparing for and following up on international events, and attending relevant political meetings.
Assisting in evaluating studies and drafting comments, concepts, analyses, and statements on complex issues in a politically dynamic environment.
Supporting the internal and external communication of BMZ in relation to reporting obligations such as IATI and ODA, and benchmarking data publication against international actors.
Required Qualifications: Candidates must possess a successfully completed university degree in Statistics/Data Science, (Business) Informatics, Economics, Social Sciences, Political Science, or related fields with a focus on data or digitalization. They should have initial experience in development cooperation or related political and social science fields. Experience with Open Government Data and open data standards in international development, such as IATI and ODA, is also required. Proficiency in programming languages such as Python, SQL, and DAX, along with initial experience in data visualization and communication (e.g., Power BI) is essential. A high level of quality awareness, responsibility, research affinity, structured working style, and excellent organizational skills are necessary. Strong conceptual and analytical skills, as well as very good verbal and written communication abilities, are also required. Teamwork, advisory competence, curiosity, and a willingness to engage with new topics are important traits.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as Statistics, Data Science, Informatics, Economics, Social Sciences, or Political Science. The degree should ideally focus on data-related or digital aspects, equipping the candidate with the necessary analytical and technical skills to perform effectively in the role.
Experience: The position requires initial experience in development cooperation or related fields.
