Job Overview:
The position of Transportation Sector Senior Specialist within the Transport Division (INE/TSP) is pivotal in promoting economic development and enhancing the quality of life through effective transportation and infrastructure initiatives. The role requires strategic and dynamic professionals who are not only experienced in the transportation sector but also possess a collaborative spirit. The specialist will be responsible for supporting borrowers and executing agencies in the preparation, execution, monitoring, and evaluation of transportation projects. This includes identifying financing opportunities, designing operations across various transportation modes, and ensuring that projects align with sustainable development goals. The specialist will also engage with governmental and private sector representatives to develop policies and programs that address the needs of the transport sector in Haiti and the broader region.

Duties and Responsibilities:
The Transportation Sector Senior Specialist will undertake a variety of duties including: identifying and pursuing financing opportunities for transportation projects, designing operations that emphasize economic and social development, analyzing the institutional capacity of borrowers, and implementing effective project monitoring methodologies. The specialist will supervise operations, conduct quality control reviews of project documents, and prepare necessary contracting documents. Additionally, the role involves conducting technical reviews of procurement activities, providing technical support to project units, and maintaining ongoing dialogue with executing agencies. The specialist will also promote collaboration with partner divisions within the IDB Group to develop innovative solutions, lead discussions with authorities and stakeholders, and conceptualize technical assistance programs that address critical issues in the transport sector such as decarbonization and regional integration.

Required Qualifications:
Candidates must possess a Master's level degree or an equivalent advanced degree in fields such as Economics, Engineering, Urban Planning, or Political Sciences, with a specific focus on the transport sector. A minimum of four years of professional experience in planning, designing, and evaluating transportation projects is required. Candidates should have extensive knowledge of the public sector's functioning in Latin America and the Caribbean, as well as strong communication and problem-solving skills. Experience in leading teams in fragile countries is preferred, highlighting the need for adaptability and resilience in challenging environments.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as Economics, Engineering, Urban Planning, or Political Sciences. This advanced education should focus on aspects related to the transport sector, equipping candidates with the necessary theoretical and practical knowledge to excel in this role.

Experience:
The position requires a minimum of four years of professional experience specifically in the planning, design, and evaluation of transportation projects. Candidates should demonstrate a strong understanding of the public sector's dynamics in Latin America and the Caribbean, as well as experience in managing projects in complex environments, particularly in fragile countries.

Languages:
Proficiency in French is mandatory, along with proficiency in one of the other official languages of the Bank, which include Spanish, English, or Portuguese. This linguistic capability is essential for effective communication and collaboration within the diverse context of the IDB Group and its stakeholders.

Additional Notes:
The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal based on mutual agreement. It is important to note that Haiti is designated as a non-family post, meaning that staff members' families are not permitted to reside or visit in the country. The selected candidate will be required to comply with all terms and conditions set forth by the Bank, including those related to relocation and visa applications.
