Duties and Responsibilities: The Transportation Sector Senior Specialist will undertake a variety of duties including: identifying and pursuing financing opportunities for transportation projects, designing operations that emphasize economic and social development, analyzing the institutional capacity of borrowers, and implementing effective project monitoring methodologies. The specialist will supervise operations, conduct quality control reviews of project documents, and prepare necessary contracting documents. Additionally, the role involves conducting technical reviews of procurement activities, providing technical support to project units, and maintaining ongoing dialogue with executing agencies. The specialist will also promote collaboration with partner divisions within the IDB Group to develop innovative solutions, lead discussions with authorities and stakeholders, and conceptualize technical assistance programs that address critical issues in the transport sector such as decarbonization and regional integration.
Required Qualifications: Candidates must possess a Master's level degree or an equivalent advanced degree in fields such as Economics, Engineering, Urban Planning, or Political Sciences, with a specific focus on the transport sector. A minimum of four years of professional experience in planning, designing, and evaluating transportation projects is required. Candidates should have extensive knowledge of the public sector's functioning in Latin America and the Caribbean, as well as strong communication and problem-solving skills. Experience in leading teams in fragile countries is preferred, highlighting the need for adaptability and resilience in challenging environments.
