Job Overview: The Senior Programme Manager (Trauma-Informed Interviewing Expert) position is designed to support the activities of the EU-UN Global Terrorism Threats Facility project. The selected candidate will provide high-level technical expertise to assist Member States in enhancing their capacities to conduct effective, trauma-informed, human rights-compliant, age- and gender-sensitive interviews in contexts related to terrorism. This role involves working closely with other experts and may include short-term assignments and field deployments based on the needs of the Facility or the requesting Member States. The incumbent will be responsible for assessing capacity-building needs, designing and delivering training activities, and ensuring that human rights issues and gender perspectives are integrated into their work.
Duties and Responsibilities: The Senior Programme Manager will undertake missions and conduct in-depth consultations with Member States to assess their capacity-building needs regarding interviewing individuals in terrorism-related contexts. They will conceptualize, design, and deliver capacity-building activities focused on trauma-informed approaches, ensuring that these activities mitigate the risks of secondary or vicarious trauma for personnel involved. The role includes providing advisory and mentorship services to national entities, preparing high-quality written outputs such as analyses, presentations, and training materials, and ensuring that human rights issues and the needs of victims are prioritized in all activities.
Required Qualifications: Candidates must possess an advanced university degree (Master’s Degree or equivalent) in Psychology, Psychiatry, Criminal Justice, Law, or a related field, along with a minimum of ten years of relevant experience. Alternatively, a first-level university degree (Bachelor’s Degree or equivalent) with at least twelve years of relevant experience may be accepted. Relevant experience includes psychological trauma management in terrorism-related contexts, with at least five years dedicated to delivering capacity-building activities on trauma-informed, human rights-compliant, and age- and gender-sensitive interviewing practices. Desirable qualifications include experience in designing technical assistance for diverse audiences, working in terrorism-affected countries, and familiarity with UN standards and tools.
Educational Background: An advanced university degree (Master’s Degree or equivalent) in a relevant field such as Psychology, Psychiatry, Criminal Justice, or Law is required. A first-level university degree (Bachelor’s Degree or equivalent) may be accepted if accompanied by extensive relevant experience. Candidates should have a strong academic background that supports their expertise in trauma-informed practices and human rights compliance in the context of terrorism-related interviews.
Experience: Candidates should have a minimum of ten years of relevant experience, with at least five years specifically focused on capacity-building activities related to trauma-informed interviewing practices in terrorism contexts. Experience in psychological trauma management and working with national entities in this field is essential. Desirable experience includes working in terrorism-affected regions and familiarity with UN operations and standards.
Languages: Fluency in English (reading, writing, speaking) is mandatory. Knowledge of another official UN language is desirable, which would enhance the candidate's ability to communicate effectively in diverse international settings.
