Job Overview: The National Expert supporting the DSME will play a crucial role in the effective execution of DSME activities that receive technical and financial support from UNFPA Senegal. This position is integral to the implementation of the SRMNIA-N Strategic Plan for 2024-2028, which aims to enhance reproductive health services and outcomes in Senegal. The National Expert will be responsible for formulating, implementing, monitoring, reporting, and evaluating interventions that align with national policies and UNFPA's strategic directions. The role involves close collaboration with various stakeholders, including the Ministry of Health and Social Action, and requires a commitment to achieving transformative results in maternal health, family planning, and the elimination of gender-based violence. The National Expert will report to the Deputy Resident Representative and will be supervised by the Director of Maternal and Child Health (DSME).
Duties and Responsibilities: The National Expert will be tasked with several key responsibilities, including: developing and implementing an annual work plan focused on results; serving as the liaison between DSME and UNFPA; participating in various statutory meetings; supporting the development of work plans for DSME and its partners; preparing quarterly and annual activity reports; reporting on the progress of activities under the 9th Program; assisting in the development of terms of reference and service contracts; participating in mid-term reviews and assessments; monitoring financial and material resources; preparing fund request documents; facilitating audits and evaluations; supporting advocacy and resource mobilization efforts; and collaborating on all tasks necessary for the proper functioning of the UNFPA Program. The National Expert will also be involved in strengthening partnerships and resource mobilization for SRMNIA-N, contributing to strategic reflections, and disseminating information related to the program.
Required Qualifications: Candidates must possess a university degree in Health, Social Sciences, or relevant Demography, with at least a Bachelor's degree and a minimum of four years of relevant experience. Additionally, candidates should have at least five years of experience in health program management, in-depth knowledge of the National Health System, familiarity with the United Nations System and UNFPA's mandate, and proficiency in computer tools such as Word, PowerPoint, and Excel. Knowledge of social media networks is also beneficial. Candidates should demonstrate integrity, commitment to UNFPA's values, openness to cultural diversity, and adaptability to change.
Educational Background: A university degree in Health, Social Sciences, or relevant Demography is required for this position. Candidates should have at least a Bachelor's degree, complemented by relevant work experience in health program management and related fields.
Experience: The position requires a minimum of five years of experience in health program management. Candidates should have a strong understanding of the National Health System and experience working within the United Nations System or with UNFPA's strategies regarding SRMNIA-N. Experience in managing development programs/projects in the health sector is essential, along with a proven track record of successful program implementation and evaluation.
Languages: The primary working language for this position is French. However, the National Expert should also be comfortable using English for certain documents and activities as required by the role.
