Job Overview: The Consultant M&E and External Communications position is designed to provide critical support to the UNODC's monitoring and evaluation (M&E) efforts, as well as its external communications strategies. The role involves ensuring that monitoring tools are effective and tailored to the needs of various programs and projects. The consultant will be responsible for drafting narrative reports that summarize the progress and outcomes of ongoing initiatives, thereby contributing to the transparency and accountability of the Office's activities. Additionally, the consultant will play a key role in managing the UNODC Mozambique website and social media accounts, ensuring that content is engaging, informative, and reflective of the organization's mission and achievements. This position requires a proactive approach to communication and a strong understanding of the UNODC's objectives and operations.
Duties and Responsibilities: The consultant will carry out a variety of tasks under the supervision of the Head of POMOZ, including:
Producing comprehensive monitoring reports that assess the progress, performance, and impact of various programs and grants, ensuring compliance with donor and organizational standards.
Developing and implementing results-based monitoring and evaluation tools and procedures to enhance program effectiveness.
Collaborating with the UNODC Office in Mozambique to facilitate the development and evaluation of assigned programs and grants, which includes analyzing program implementation and identifying areas for improvement.
Conducting basic research on programmatic aspects, collecting and analyzing statistical data, and presenting findings in a clear and concise manner.
Managing the UNODC Mozambique website, ensuring that it accurately reflects the Office's activities and achievements, while continuously improving its design and accessibility.
Supporting the management of the UNODC Mozambique Twitter account by creating engaging content and maintaining an active online presence.
Coordinating with national stakeholders and international partners to enhance collaboration and communication.
Providing support for the establishment of a new project office in Pemba, Mozambique, and assisting in the overall management of the office in Maputo.
Preparing various written outputs, including presentations, translations, and reports, to facilitate communication and dissemination of information. 1
Contributing to the implementation of projects in Mozambique, particularly in alignment with the Maputo Roadmap and UNODC's cooperation framework.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in Political Science, Law, Economics, Social Science, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. A minimum of two years of relevant work experience in international development is required, along with previous experience in establishing and maintaining comprehensive M&E systems. Proficiency in graphic design, page layout, and video editing software is essential, as is experience with web and social media platform management. Familiarity with international organizations, particularly the UN or INGOs, is desirable, as is knowledge of UNODC's mandates and activities.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in fields such as Political Science, Law, Economics, Social Science, or related disciplines. Candidates with a first-level university degree in similar fields may be considered if they have two additional years of qualifying work experience. This educational foundation is crucial for understanding the complexities of international development and the specific challenges faced by the UNODC.
Experience: The position requires at least two years of relevant work experience in areas linked to international development. Candidates should have prior experience in setting up and maintaining comprehensive monitoring and evaluation systems, as well as proficiency in using graphic design and video editing software. Experience in managing web and social media platforms is also essential, as the consultant will be responsible for maintaining an active online presence for the UNODC Mozambique office. Familiarity with international cooperation processes and knowledge of UNODC's mandates and activities will be advantageous.
Languages: Fluency in English and Portuguese is required for this position, with both oral and written proficiency necessary to effectively communicate and produce content. Knowledge of other United Nations official languages is considered an advantage, as it may enhance the consultant's ability to engage with diverse stakeholders and contribute to the organization's multilingual communication efforts.
