Job Overview: The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will play a crucial role in the AHEAD Project, which focuses on anticipatory humanitarian action for conflict-induced displacement in Kachin State, Myanmar. The primary responsibility of the MEAL Officer is to generate a robust evidence base that will inform advocacy and communication efforts aimed at raising awareness of the AHEAD initiative. This position involves conducting routine output monitoring, collecting both quantitative and qualitative data from target communities, facilitating learning reviews with project staff, and maintaining community feedback channels. The MEAL Officer will also be responsible for producing key reports and audio-visual content to support the project's objectives and enhance its visibility.
Duties and Responsibilities: The MEAL Officer's duties include leading the consolidation and review of Means of Verification (MoV) documentation, entering aggregated output values into the Indicator Performance Tracking Table (IPTT), and overseeing quantitative data collection processes. This involves translating quantitative tools, training enumerators, and supervising data collection efforts. For qualitative data, the officer will design and translate tools, conduct focus group discussions (FGDs) and interviews, and train female data collectors. The role also requires facilitating after-action reviews, presenting MEAL findings to project managers, and participating in evaluation processes. Additionally, the officer will capture audio-visual content and support community engagement mechanisms, ensuring compliance with data handling standards and ethical frameworks. Key outputs include various reports and a community feedback dashboard, along with other duties as assigned by management.
Required Qualifications: Candidates must possess a bachelor's degree in a relevant field such as international development, social sciences, statistics, or public health. A minimum of 2 years of relevant work experience in social work, community development, or within NGOs is required. Familiarity with MEAL practices and experience in the humanitarian sector are essential. The ideal candidate should have a strong understanding of data collection software and qualitative data analysis techniques, as well as knowledge of Core Humanitarian Standards (CHS). Skills in organizational learning, facilitation, and training are also important, along with the ability to work under pressure and manage priorities effectively.
Educational Background: The educational background required for this position includes a bachelor's degree in a relevant discipline. This educational foundation should provide the candidate with the necessary knowledge and skills to effectively engage in monitoring, evaluation, accountability, and learning activities within the context of humanitarian action and community development.
Experience: The position requires a minimum of 2 years of relevant work experience. This experience should ideally be in social work, community development, or with non-governmental organizations, particularly in the humanitarian sector. Languages: Fluency in English is mandatory, along with proficiency in the local language (Kachin) or the language of the communities served. Additional Notes: The successful applicant will be offered a regular contract with DRC, which includes a 3-month probation period. The contract is renewable based on funding availability and performance. The position falls under Employment Band H-non-management, and salary and conditions will align with DRC's Terms of Employment.
