Job Overview:
The Protection Specialist will play a crucial role in implementing DRC's protection monitoring program in Ethiopia. This position involves continuous analysis of the protective environment to identify trends and emerging risks. The specialist will lead the development of protection monitoring methodologies, design data collection systems, and analyze both quantitative and qualitative data. The role also includes producing protection information products, such as reports and analyses, to inform stakeholders about key protection risks and trends. The specialist will work closely with various teams to ensure accurate data collection and effective dissemination of findings, contributing to the overall protection strategy in the region.

Duties and Responsibilities:
  • Design and implement a protection monitoring methodology and tools tailored to various locations, ensuring alignment with DRC’s global Protection Monitoring Guidance.
  • Develop and update data collection tools and methodologies, determining relevant samples for effective monitoring.
  • Create capacity-building plans and conduct training for protection staff involved in monitoring and Rapid Protection Assessments (RPA).
  • Collaborate with the Information Management specialist to develop and maintain a protection information management system.
  • Ensure timely and accurate data collection by working closely with DRC and partner monitoring teams, clarifying information and conducting data triangulation.
  • Analyze data and produce regular protection reports in line with the global Protection Analytical Framework, highlighting key patterns and trends.
  • Conduct field visits to monitor data collection processes, ensuring quality assurance and providing technical support to field staff.
  • Regularly review and improve data collection methodologies and tools in collaboration with the Country Protection Manager.
  • Monitor contextual developments to propose new thematic areas for research. 1
  • Support the dissemination of findings to relevant partners and donors, ensuring alignment with Protection Information Management principles. 1
  • Review information dissemination materials to ensure they are up-to-date and effective. 1
  • Collaborate with other sectors to integrate information collection and reporting across all areas of operation. 1
  • Lead capacity development initiatives for DRC staff on Protection Information Management and Protection Analysis. 1
  • Contribute to the development of position documents and other information products to inform response and advocacy efforts. 1
  • Assist in donor reporting and the development of concept notes and proposals for future programming. 1
  • Maintain effective relationships with UN agencies, NGOs, government authorities, and other stakeholders to ensure coordination and responsible information dissemination. 1
  • Undertake additional tasks as requested by the Country Protection Manager and DRC Head of Programs.

Required Qualifications:
  • Minimum of 3 years of practical experience in protection, with a focus on research, protection monitoring, and analysis.
  • Strong knowledge of research and protection monitoring methodologies, with experience in developing and implementing data collection and processing tools for trend analysis.
  • Proven ability to interpret, analyze, and synthesize information related to protection analysis.
  • Familiarity with international human rights, law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, refugee law, and regulatory frameworks for internal displacement, as well as Protection Analytical Framework and Protection Information Management principles.
  • Demonstrated experience in producing protection reports under tight deadlines using qualitative and quantitative research methodologies.
  • Excellent interpersonal communication skills, with the ability to coordinate effectively among diverse groups.

Educational Background:
A relevant degree in social sciences, international relations, human rights, or a related field is required. Additional certifications or training in protection, monitoring, or data analysis would be advantageous.

Experience:
Candidates should have a minimum of 3 years of relevant experience in protection, particularly in research, monitoring, and analysis. Experience working in humanitarian settings and familiarity with the specific context of Ethiopia would be beneficial.

Languages:
Fluency in English (speaking, reading, and writing) is mandatory. Proficiency in Amharic is also required, as it is essential for effective communication within the local context.

Additional Notes:
The contract length is up to December 31, 2025, with the possibility of extension. The position is based in Addis Ababa, Ethiopia, and is classified as a non-management role (Band G2). The start date is as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National employees.
