In Syria, DRC has been active since 2008, authorized by the Syrian Ministry of Foreign Affairs in 2012 to expand its humanitarian efforts, focusing on various sectors including shelter, WASH, protection, education, livelihoods, and mine risk education across six governorates.

Job Overview:
The Shelter and Settlement Assistant will provide administrative and technical support within the Aleppo and Idlib regions, specifically for the Shelter and Settlement sector. The role involves assisting the Shelter and Settlement officer in ensuring the quality of planning, implementation, and follow-up of sector activities. Responsibilities include the provision of emergency and regular shelter, emergency cash grants, rehabilitation of housing, and the development of physical infrastructure such as roads, bridges, community centers, and irrigation systems. The assistant will conduct pre-assessments for identified shelters and schools, follow up with contractors on rehabilitation works, document delivered quantities, and interview beneficiaries for monitoring reports. This position has a country focus and ensures compliance with DRC procedures and guidelines, contributing to the development of country strategies and action plans.

Duties and Responsibilities:
The duties and responsibilities of the Shelter and Settlement Assistant include conducting pre-assessments for schools, shelters, apartments, and WASH infrastructure; drawing sketches related to DRC rehabilitation activities; creating AutoCAD drawings for selected buildings and facilities; taking photographs of proposed work sites; conducting monitoring visits during implementation; performing head counts; conducting quality surveys with DRC beneficiaries; supervising and monitoring the distribution of equipment and furniture; and submitting accurate material prices from the market to the Project Officers on a quarterly basis. Additionally, the assistant may be required to perform any other tasks as requested by the direct manager and Shelter Manager.

Required Qualifications:
Candidates must possess a minimum of 2 years of experience in the construction domain, with a proven track record of following standard procedures and guidelines for shelter and WASH projects. Experience in renewable and durable power projects for shelter, WASH, and irrigation, as well as productive community projects, is highly desirable.

Educational Background:
The position requires an engineering university degree in Civil Engineering or Architecture. This educational background is essential to ensure the candidate has the necessary technical knowledge and skills to perform the duties associated with the role effectively.

Experience:
The ideal candidate should have at least 2 years of relevant experience in the construction field, particularly in shelter and WASH projects. Familiarity with standard procedures and guidelines in these areas is crucial, as is experience with renewable and durable power projects related to shelter and community infrastructure.

Languages:
Fluency in both English and Arabic is mandatory for this position. Candidates should indicate their fluency level in both languages, as effective communication is essential for the role.

Additional Notes:
The contract length for this position is until March 30, 2026, with the possibility of extension based on performance and available funding. The position is classified as Non-Management at Level I
