Job Overview: As a Senior Public Sector Specialist at ADB, you will play a pivotal role in shaping public sector policies and strategies across the Asia-Pacific region. Your primary responsibilities will include engaging with Developing Member Country (DMC) governments to facilitate policy dialogue, leading the development and administration of loans and technical assistance projects, and providing essential technical support to stakeholders. You will oversee project management, ensuring effective implementation and alignment with ADB's strategic objectives. This position requires a deep understanding of public sector management issues, including resource mobilization, public expenditure management, and governance reforms. You will also be responsible for mentoring junior staff and fostering collaboration across various sectors and departments within ADB to enhance development impact. Your expertise will contribute to the strategic planning and operational development of the Public Sector Management and Governance Sector Office, ensuring that ADB remains at the forefront of addressing key development challenges in the region.
Duties and Responsibilities:
Lead the formulation and articulation of public sector policies and strategies, engaging with DMC governments in policy dialogue.
Identify, develop, process, implement, and administer loans, grants, and technical assistance projects.
Provide technical support and knowledge to stakeholders for effective project execution.
Supervise project teams, ensuring adherence to project objectives and development impact.
Lead strategic and operational development of the Public Sector Management and Governance sector, focusing on project identification, preparation, and appraisal.
Mentor colleagues in policy-based design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery.
Engage with government officials and stakeholders to enhance public sector management and capacity.
Participate in country teams and contribute to Country Partnership Strategies and project monitoring.

Required Qualifications: To qualify for this position, candidates must possess a Master's degree or equivalent in Economics, Finance, Public Policy, or related fields. Alternatively, a Bachelor's degree in these areas combined with at least 5 years of specialized experience may be considered. Candidates should have a minimum of 10 years of relevant professional experience in public management, governance, or institutional development. International experience across multiple countries is essential, along with a broad understanding of project preparation and policy analysis, including procurement and consultant recruitment. Demonstrated leadership skills and experience managing teams and technical projects are crucial. Candidates should also have significant expertise in specific areas of ADB's operations or a breadth of knowledge across multiple areas.
Educational Background: Candidates are required to have a Master's degree or equivalent in relevant fields such as Economics, Finance, or Public Policy. A Bachelor's degree in these areas, combined with substantial relevant experience, may also be acceptable.
