Job Overview: The (Senior) Water Resources Specialist position is crucial for the Agriculture, Food, Nature, and Rural Development Sector Office (SG-AFNR) within the Sectors Department 2 (SD2) of ADB. The role involves coordinating and communicating projects and activities in the AFNR sector, leading the identification, development, implementation, and administration of loan and technical assistance (TA) projects in developing member countries (DMCs). The specialist will support the preparation of sector road maps, strategies, and country water action plans, guiding technical, institutional, and policy options in the countries. The position requires expertise in various areas such as coastal engineering, integrated water resources management, and flood risk management, ensuring that interventions are effective, climate-adaptive, and sustainable. The specialist will also be responsible for leading project design and implementation, collaborating with stakeholders, and contributing to innovative approaches in policy and operational issues.
Duties and Responsibilities: The duties and responsibilities of the (Senior) Water Resources Specialist include leading the design and implementation of water sector projects, ensuring project readiness and quality at entry requirements. The specialist will lead a team, collaborating with relevant AFNR sector country focal points and resident missions to ensure quality project design and timely implementation. The role involves representing the AFNR sector in meetings and consultations, contributing to country programming and project development, and identifying necessary AFNR sector interventions tailored to country needs. The specialist will lead the development, processing, and administration of grant, loan, and TA projects, ensuring due diligence and delivery of development results. Additionally, the specialist will supervise reporting staff, provide direction and feedback, and perform other duties as assigned.
Required Qualifications: Candidates must possess a university degree in Water Engineering, Civil Engineering, Environmental Science, or related fields, preferably at the post-graduate level. A minimum of 6 years of relevant professional experience in the water resources sector is required, with international experience in various expertise areas such as coastal engineering, integrated water resources management, and flood management.
