Job Overview: The Senior Energy Specialist position at ADB is a pivotal role within the Energy Sector Office, which is part of the Sectors Department
This role is designed for an experienced professional who will lead the formulation and articulation of energy sector policies and strategies, particularly focusing on energy transition in line with ADB's 2021 Energy Policy. The Senior Energy Specialist will engage with Developing Member Country (DMC) governments to facilitate policy dialogue and support sector reforms. The position requires a strong emphasis on identifying and developing investment and technical assistance projects that align with ADB's mission to reduce poverty and promote sustainable development. The role also involves overseeing project quality and ensuring effective collaboration with various departments within ADB to deliver integrated solutions that meet the needs of DMCs. The Senior Energy Specialist will be responsible for leading multidisciplinary teams and mentoring junior staff, ensuring their professional development and integration into the organization.
Duties and Responsibilities: The Senior Energy Specialist will have a comprehensive set of responsibilities, including:
Leading the development of energy sector policies and strategies for sustainable and low-carbon development in DMCs, in consultation with relevant government agencies.
Collaborating with other sector offices and departments within ADB to propose integrated solutions that address DMC needs.
Conducting policy dialogues to assist governments in undertaking energy sector reforms and ensuring efficient resource use while encouraging private sector participation.
Overseeing the preparation, processing, and administration of loans, grants, and technical assistance projects in the energy sector, ensuring alignment with country development policies and climate change impacts.
Guiding the development and design of new lending projects and programs in the energy sector.
Providing expert advice on energy sector issues during the initiation, development, processing, and administration of loans, grants, and technical assistance.
Leading discussions on procurement issues, including reviewing bidding documents and bid evaluation reports.
Ensuring that key technical, economic, financial, and cross-cutting issues are incorporated into projects.
Identifying investment opportunities in clean energy and coordinating with relevant departments to develop and implement loans, grants, and technical assistance. 1
Maintaining strategic partnerships with external partners for knowledge sharing and project opportunities. 1
Contributing to training and conferences on clean energy for advocacy and knowledge dissemination. 1
Leading and mentoring junior staff, ensuring their ongoing learning and development.
Required Qualifications: Candidates for the Senior Energy Specialist position must possess a Master's degree or equivalent in engineering, economics, finance, business administration, or related fields. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have a minimum of 10 years of relevant professional experience in the energy sector, with a preference for experience in renewable energy, including hydropower, across both public and private sectors. The ideal candidate will be recognized as a credible expert in their field, capable of leading projects and sharing knowledge effectively. Significant expertise in specific areas of ADB's operations or breadth across multiple areas with in-depth knowledge in one area is essential. Candidates must demonstrate strong leadership abilities, excellent written and verbal communication skills in English, and international experience working in various countries.
