Job Overview:
The Logistics and Supply Chain Specialist plays a crucial role in overseeing logistics, supply chain, and inventory management for the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in the Philippines. This position is vital for ensuring the timely availability of essential commodities necessary for effective public health responses. The specialist will report directly to the Project Operations Manager and will be responsible for strengthening supply chain systems that support the objectives of the STRIDES program, which focuses on infectious disease detection, surveillance, and emergency response. The role requires effective communication and collaboration with various project team members to ensure that all logistical needs are met efficiently and effectively.

Duties and Responsibilities:
The key responsibilities of the Logistics and Supply Chain Specialist include overseeing supply chain operations such as forecasting, procurement, inventory management, warehousing, and distribution of both office and health commodities. The specialist will develop and implement contingency and surge logistics plans for emergency response and outbreak scenarios, monitor inventory levels to prevent shortages and wastage, and provide technical guidance to enhance national and subnational supply chain capacities through the development of tools, standard operating procedures (SOPs), and training. Coordination with government partners and technical teams is essential for ensuring seamless commodity flow. The specialist will analyze supply chain data, prepare reports and dashboards for project leadership, ensure compliance with client and donor requirements, support emergency procurement during public health crises, and collaborate with procurement specialists for integrated execution. Additionally, the specialist will maintain office supplies, act as an asset custodian, manage the maintenance and repair of office equipment, and establish a records management system for logistics documents. Other logistics and supply chain responsibilities may be assigned by the Project Operations Manager or Project Director as needed.

Required Qualifications:
Candidates must possess strong expertise in health commodity supply chain management and emergency logistics. A proven ability to manage inventory, forecasting, and distribution in fast-paced environments is essential. Excellent analytical skills for data monitoring, gap analysis, and performance reporting are required. Proficiency in Microsoft Office Suite, particularly Excel for inventory tracking and reporting, is necessary. The candidate should demonstrate superior coordination and relationship-building skills with government partners and technical teams, along with strong problem-solving, organizational, and communication skills in both English and Tagalog. Experience with internationally funded programs is preferred, and the candidate should be an adaptable team player comfortable working across different time zones.

Educational Background:
A Bachelor's degree in supply chain management, logistics, public health, or a related field is required, with a Master's degree preferred. This educational background provides the necessary foundation for understanding the complexities of supply chain management within the context of public health and emergency response.

Experience:
A minimum of 5 years of experience in supply chain and logistics management is required, preferably within public health or NGO settings. This level of experience ensures that the candidate is well-versed in the challenges and demands of managing logistics in a health-related context, particularly in emergency situations.

Languages:
Fluency in English and Tagalog is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
