Job Overview: The Project Officer plays a crucial role in supporting the Project Operations Manager in executing the operational aspects of the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in the Philippines. This position is pivotal in coordinating daily activities across various project objectives, ensuring effective communication with partners, and integrating efforts with technical and finance teams. The Project Officer will also provide programmatic and technical support to implementation teams, ensuring that the project’s mission in infectious disease detection, surveillance, and response is advanced effectively. The role requires a proactive approach to managing operations, facilitating stakeholder engagement, and ensuring that project milestones are met in a timely manner.
Duties and Responsibilities: The Project Officer will coordinate daily operations across STRIDES objectives, which include conducting assessments, organizing trainings, facilitating workshops, and executing simulation exercises. This role will serve as the primary point of contact for partners and stakeholders, managing all communications, planning, and resolving any issues that arise. The Project Officer will collaborate closely with technical and financial teams to ensure that activities align with work plans, deliverables, and project objectives. Additionally, the role involves facilitating government approvals and stakeholder engagements for program initiatives and events, developing operational documentation such as agendas, reports, briefings, Terms of Reference (ToR), Statements of Work (SOW), and progress updates. The Project Officer will establish and maintain a records management system for program documents, support the monitoring of project milestones and deliverables, and provide insights and recommendations based on performance metrics. Event planning and execution will also be part of the responsibilities, requiring collaboration with logistics and procurement specialists. The Project Officer will build and sustain effective relationships with technical staff, government counterparts, and partners, and support the Monitoring, Evaluation, and Learning (MEL) team in maintaining comprehensive tracking systems for activities and compliance. Additional operational duties may be assigned by the Project Operations Manager or Project Director as needed.
Required Qualifications: Candidates must possess strong operational coordination skills, with a proven ability to manage multi-stakeholder environments and execute projects effectively. Experience in partner and relationship management across technical teams, government entities, NGOs, and subcontractors is essential. The ideal candidate will demonstrate excellent organizational abilities for tracking progress, managing risks, and ensuring timely delivery of project objectives. Proficiency in Microsoft Office Suite (including Word, Excel, PowerPoint, Teams, and Outlook) and familiarity with virtual collaboration tools is required. Strong interpersonal, communication (both oral and written), problem-solving, and facilitation skills are critical for success in this role. Candidates should be fluent in English and Tagalog, with a familiarity with the Philippines health systems considered an advantage. Educational Background: A Bachelor’s degree in business administration, public health, international development, or a related field is required for this position. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in public health and international development.
Experience: Candidates should have a minimum of 3 years of experience in project operations or coordination, preferably within NGOs, public health, or international development sectors. This experience should demonstrate the ability to manage complex projects and coordinate effectively with various stakeholders.
Languages: Fluency in English and Tagalog is mandatory for this position. Familiarity with the Philippines health systems is considered an advantage, as it will enhance the candidate's ability to navigate the local context and engage effectively with stakeholders.
