Job Overview:
The Advisor position is a critical role within the Office of the Director General, Strategy, Policy, and Partnerships Department (SPD) at the Asian Development Bank. The successful candidate will be responsible for leading the central custodian unit for ADB's policy and directives, ensuring the effective implementation of the recently approved Policy Architecture by the ADB's Board of Directors. This role involves overseeing both international and local technical staff, coordinating with various departments, and managing the lifecycle of Board directives and Management documents. The Advisor will also play a key role in strategic planning and corporate initiatives, contributing to the overall mission of ADB to foster prosperity in the Asia-Pacific region. The position requires a proactive approach to policy review and implementation, as well as strong leadership and coordination skills to facilitate compliance and collaboration across the organization.

Duties and Responsibilities:
The Advisor will have a comprehensive set of responsibilities, including: leading the review of existing Board directives and Management guidance documents; establishing a plan for the introduction, update, or retirement of these directives; monitoring their implementation to ensure effective lifecycle management; creating a central depository for Board directives and Management documents; reviewing proposed directives from owner departments to ensure compliance with the policy architecture; managing the staff assigned to the central custodian unit; coordinating with the Office of General Counsel and other departments to implement the Policy Architecture; designing and coordinating the Board Week in collaboration with the Office of the Secretary and Board Member offices; and contributing to the review of policies, strategies, and corporate initiatives to align with ADB's goals.

Required Qualifications:
Candidates for the Advisor position must possess a Master's Degree in law, economics, finance, business, public administration, or a related field. Alternatively, a University Degree in a related field combined with at least 10 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 15 years of combined professional experience, demonstrating excellent knowledge of development conditions, including international work experience. A strong understanding of the formulation and implementation of policies and strategies within ADB or similar multilateral development institutions is essential. Candidates should also have experience collaborating with various ADB departments to develop a coherent approach to strategic positions and the ability to operate effectively as part of a team while coaching team members to enhance their capabilities.

Educational Background:
The educational background required for this position includes a Master's Degree in a relevant field such as law, economics, finance, business, or public administration. A University Degree in a related field, combined with significant professional experience, may also be acceptable. The emphasis is on advanced education that equips candidates with the necessary knowledge and skills to navigate complex policy environments and contribute to ADB's mission effectively.

Experience:
The position requires a minimum of 15 years of combined professional experience, with a strong emphasis on international work experience and knowledge of development conditions. Candidates should have a proven track record in policy formulation and implementation, particularly within multilateral development institutions. Experience in collaborating with various departments to create a unified strategic approach is crucial, as is the ability to work effectively in a team environment and mentor junior staff members.

Languages:
Proficiency in written and verbal English is mandatory for this position, as it is the primary language of communication within ADB. Additionally, knowledge of a local language is preferred, as it may enhance communication and collaboration within the region. Candidates who are multilingual may have an advantage in this role, particularly if they can communicate effectively with diverse stakeholders across the Asia-Pacific region.

Additional Notes:
This position is a fixed-term appointment for a managerial role, initially set for a period of three years. After this initial term, ADB may choose to renew the appointment for up to an additional three years, depending on various factors including the relevance of the staff's skills to ADB's medium- to long-term plans and the staff's managerial competencies. It is important to note that this appointment is not convertible to a regular appointment, and there is no limit on the number of renewals up to the Normal Retirement Date.
