Job Overview: The IP Officer position at NRC is designed to support the organization's mission by conducting holistic assessments and managing the assessment workload within the Integrated Programming (IP) Team. The officer will be responsible for coordinating assessments, providing technical guidance to assistants, and ensuring that the assessment processes align with NRC's policies and guidelines. This role requires a proactive approach to identifying opportunities for improvement in programming and advocacy efforts. The IP Officer will act as the primary point of contact for assessments in their designated area, ensuring that the needs of the most vulnerable populations are prioritized. The position involves collaboration with various stakeholders, including local partners, UN agencies, and government entities, to enhance the effectiveness of NRC's programming. The officer will also be responsible for preparing status reports and maintaining accurate documentation of assessment processes.
Duties and Responsibilities: The IP Officer will have a comprehensive set of duties and responsibilities, including:
Planning and prioritizing the workload of the Core Competency (CC) and IP assistants assigned to conduct assessments, in agreement with their line manager.
Acting as the technical manager for dedicated caseworkers and providing guidance and support to ensure effective assessment processes.
Conducting inductions and training for newly joined staff to ensure they are fully onboarded and equipped to perform their roles.
Assigning tasks to CC Assistants and IP assistants, monitoring task completion and quality, and ensuring adherence to data recording procedures.
Conducting assessments and interviews with vulnerable households on a monthly basis, particularly focusing on complex or sensitive cases.
Performing quality checks on available data and regularly revising referrals to different Core Competencies.
Following up with Core Competencies Coordinators as needed for assessed cases and requesting technical support from the coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator for complex cases.
Identifying opportunities for operational improvements based on assessment insights and providing input for continuous improvement.
Serving as the contact point for IP operational issues in the area and coordinating assessment missions. 1
Maintaining a good understanding of NRC programming in the area and acting as the focal point for external entities, including local partners and UN agencies. 1
Providing regular reports to management and acting as the IP focal point with the Government liaison unit. 1
Preparing reports for senior management as requested.
Required Qualifications: Candidates for the IP Officer position must possess the following qualifications:
A minimum of 2 years of experience working in complex and volatile contexts, demonstrating the ability to navigate challenging environments.
A detailed understanding of assessment processes and tools, with documented results related to the responsibilities of the position.
Proficiency in using database systems and following established processes to manage data effectively.
Fluency in English, both written and spoken, as well as native proficiency in Persian to communicate effectively with local stakeholders.
Strong communication and interpersonal skills, with the ability to engage with diverse groups and build collaborative relationships.
Expertise in programs, eligibility criteria, and referral pathways relevant to humanitarian assistance.
Experience working as a social worker is considered an asset, enhancing the candidate's understanding of the needs of vulnerable populations.
Educational Background: The educational background required for the IP Officer position includes a relevant degree in social sciences, humanitarian studies, or a related field. Candidates should have a solid understanding of humanitarian principles and practices, as well as the ability to apply theoretical knowledge to practical situations in the field. Additional certifications or training in assessment methodologies, data management, or related areas will be advantageous and may enhance a candidate's suitability for the role.
Experience: The IP Officer role requires candidates to have at least 2 years of experience working in complex and volatile contexts.
