Job Overview: The Senior Energy Specialist position at ADB is a critical role within the Energy Sector Office, which is part of the Sectors Department
The primary function of this role is to lead and manage all stages of the project cycle related to energy sector initiatives, from identification through to completion. The Senior Energy Specialist will be responsible for formulating energy sector policies, engaging with governments of Developing Member Countries (DMCs), and supporting sector reforms aimed at promoting sustainable energy solutions. This position requires a deep understanding of energy sector dynamics and the ability to drive the development and implementation of investment and technical assistance projects that align with ADB's strategic goals. The role also involves managing a diverse team of experts, ensuring their professional growth, and maintaining compliance with ADB's internal rules and procedures. The Senior Energy Specialist will play a pivotal role in fostering partnerships and facilitating knowledge sharing among stakeholders, thereby contributing to ADB's mission of reducing poverty and promoting sustainable development in the region.
Duties and Responsibilities: The duties and responsibilities of the Senior Energy Specialist include leading the entire project cycle from identification, design, structuring, due diligence, negotiation, approval, implementation, and completion of energy sector projects. The specialist will ensure that projects align with country development policies and manage a diverse team of experts, providing learning and growth opportunities for team members. Responsibilities also include developing and implementing energy sector policies and strategies for sustainable and low-carbon development in DMCs, conducting policy dialogues to support energy sector reforms, and analyzing technical issues, economic data, and financial statements related to energy sector utilities. The specialist will identify key issues impeding the development of sound financial and technical operations of utilities and propose reform actions, including private sector solutions. Additionally, the role involves providing guidance on project design, counterpart engagement, procurement planning, financial management, and implementation, as well as serving as an advisor on energy sector issues. The Senior Energy Specialist will assist with budget management, human resources planning, and strategy development, ensuring compliance with internal rules and procedures. The position also requires developing and maintaining strategic partnerships for knowledge sharing and project opportunities, responding to external inquiries, leading and supervising reporting staff, mentoring junior staff, and ensuring the quality and compliance of lending and non-lending products and operations with energy policies and strategies.
Required Qualifications: To qualify for the Senior Energy Specialist position, candidates must possess a Master's degree or equivalent in engineering, economics, finance, business administration, or related fields. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Candidates should have a minimum of 10 years of relevant professional experience in the energy sector and be recognized as credible experts in their field, with the ability to lead projects and share knowledge effectively. Significant expertise within a specific area of ADB's operations or breadth across multiple areas with in-depth knowledge in one area is required. The ability to perform effectively as a mission leader or team lead, exercising supervision, coordination, and planning responsibilities over a multi-disciplinary team is essential. Excellent written and verbal communication skills in English are mandatory, along with international experience working in several countries.
