Job Overview: The consultant will play a crucial role in enhancing the Disaster ResponseEmergency Fund (DREF) compliance and capacity within the African region. This position is vital for ensuring that National Societies (NS) can effectively respond to small- and medium-scale disasters through timely and flexible funding. The consultant will be responsible for clearing the backlog of DREF reports, disseminating new DREF procedures, and strengthening the capacity of users and IFRC staff. The role aligns with the IFRC’s Strategy 2030, which emphasizes accountability, capacity building, and the promotion of humanitarian values. The consultant's contributions will ensure that reports accurately reflect the work being done, thereby maintaining the eligibility of NSs to access DREF funding and enhancing their role as local actors in disaster response.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Clearing the backlog of DREF reports to ensure timely submission and adherence to quality standards.
Disseminating key updates and changes related to DREF, focusing on the new requirements for the 2024-2025 period.
Supporting the implementation of the regional DREF improvement plan to enhance operational efficiency.
Collaborating with NSs and IFRC staff to identify capacity gaps and provide necessary training and resources.
Ensuring that all reporting aligns with the accountability standards set by the IFRC and back donors.
Monitoring and evaluating the effectiveness of the DREF processes and making recommendations for improvements.
Required Qualifications: The ideal candidate should possess a strong understanding of disaster response mechanisms, particularly in relation to the DREF. They should have experience in capacity building and training, as well as a proven track record in report writing and compliance. Familiarity with the humanitarian sector and the operations of the IFRC is essential. The candidate should also demonstrate strong analytical skills and the ability to work collaboratively with diverse stakeholders.
Educational Background: A relevant educational background is required, typically including a degree in humanitarian studies, international relations, public administration, or a related field. Advanced degrees or certifications in disaster management or related disciplines would be advantageous. The candidate should also have a solid understanding of the principles and practices of humanitarian response and disaster risk reduction.
Experience: Candidates should have a minimum of 5 years of professional experience in humanitarian response, with a focus on disaster management and compliance. Experience working with international organizations, particularly in the context of DREF or similar funding mechanisms, is highly desirable. The consultant should also have experience in capacity building and training, as well as a strong background in report writing and compliance management.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the IFRC and for reporting purposes.
