Job Overview: The (Associate) IT Project Manager position at the EIB involves overseeing the design, planning, coordination, implementation, and reporting of IT Base and Platforms (IBP) Value Chain projects. This role is integral to the EIB's Digital Transformation Programme, aimed at enhancing the digital workplace and achieving project results aligned with business needs. The successful candidate will work closely with various departments, including the Platforms & Services Department and Business Solutions Department, ensuring effective communication and collaboration across teams. The position requires regular office presence at the EIB headquarters in Luxembourg, providing an opportunity to work in a diverse and international environment. The role is full-time and offers a permanent contract, with panel interviews expected to commence in March 2025.
Duties and Responsibilities: The duties and responsibilities of the (Associate) IT Project Manager include:
Taking project management responsibilities for assigned IT projects within the IBP Value Stream, ensuring timely completion within budget and quality objectives.
Supporting the IBP Steering Committee in implementing governance for the stream.
Coordinating the preparation of IBP meetings and facilitating discussions between technical leads and IBP leads to prepare actions and decisions for the Steering Committee.
Guiding the IBP Steering Committee in refining, prioritizing, and planning requests in the backlog.
Compiling status reports from flagship initiatives and monitoring progress of KPIs defined for IT strategy pillars.
Maintaining and tracking the pipeline of requests received through the demand management tool.
Organizing capacity planning to prioritize requests within the stream.
Assisting Steering Committee members in identifying critical services and associated risks, promoting new ways of working. 1
Supporting communication efforts regarding the committee's achievements at both program and senior management levels. 1
Collaborating with the DTO’s Project Management Office to improve demand management, capacity, and project management tools. 1
Participating in Bank-wide initiatives, representing the domain or department as needed.
Required Qualifications: Candidates must possess a university degree, equivalent to a Bachelor’s degree, preferably in computer science or a related discipline. They should have at least three years of work experience in project management, PMO, or portfolio demand management, ideally within the IT sector. Strong project management and stakeholder management skills are essential, along with experience working in multicultural teams with diverse technical and functional backgrounds. Excellent communication and organizational skills are required, with the ability to influence stakeholders and partners. An understanding of banking activities and operational processes is considered advantageous.
Educational Background: The educational background required for this position includes a university degree, preferably in computer science or a related field. This foundational knowledge is crucial for understanding the technical aspects of IT project management and ensuring effective communication with technical teams and stakeholders.
Experience: The position requires a minimum of three years of relevant work experience in project management, PMO, or portfolio demand management, particularly in IT-related roles. This experience should demonstrate the candidate's ability to manage projects effectively, coordinate with various stakeholders, and deliver results within set timelines and budgets.
Languages: Proficiency in English is mandatory, and a good command of French is also required, as both are official working languages of the EIB. Knowledge of additional EU languages would be considered an advantage, enhancing the candidate's ability to work in a diverse and multilingual environment.
