Job Overview:
The European AIS Database (EAD) Domain Expert position is pivotal within the Network Management Directorate, specifically in the Operations Division. The selected candidate will be responsible for providing operational expertise and guidance in the development, analysis, and validation of new operational procedures and concepts related to EAD activities. This role requires a deep understanding of operational/user requirements to enhance service effectiveness and performance. The expert will coordinate with internal teams to implement actions that align with regulatory frameworks and organizational objectives. The position also involves supporting the migration process to operations with the EAD and eEAD, ensuring that client configuration processes are executed according to established procedures. The expert will engage with both internal and external partners, contributing to meetings and projects while conducting studies and operational analyses to drive service evolution. The role demands a proactive approach to staying updated on technological advancements and sharing knowledge within the organization.

Duties and Responsibilities:
The duties and responsibilities of the European AIS Database (EAD) Domain Expert include:
  • Providing operational expertise and guidance in the development and validation of new operational procedures and concepts related to EAD activities.
  • Capturing functional systems’ requirements to enhance operations and systems effectiveness.
  • Coordinating implementation actions with relevant internal teams.
  • Identifying operational/user requirements for service improvements and creating specifications for new concepts or systems.
  • Developing, refining, and implementing procedures and processes/standards in alignment with regulatory frameworks and stakeholders’ needs.
  • Supporting the migration process to operations with the EAD and eEAD according to established procedures.
  • Ensuring client configuration processes are implemented in accordance with agreed procedures.
  • Collaborating with internal and external partners and participating in meetings and projects to share expertise.
  • Conducting studies and operational analyses to identify improvements and define current and future requirements. 1
  • Producing and maintaining technical documentation and contributing to reports and presentations. 1
  • Staying updated on technological developments and sharing insights within the organization. 1
  • Carrying out any other tasks in line with the main purpose of the job.

Required Qualifications:
Candidates must possess a university degree in a relevant domain, which can be either a 4-year degree or a 3-year degree supplemented by 1 year of relevant professional experience. Alternatively, professional training of an equivalent level is acceptable. Additionally, a minimum of 3 years of relevant professional experience is required. Certification or training in Aeronautical Information Services/Management (AIS/AIM) or EAD operations is highly desirable. Candidates should also have experience in operational aviation data and knowledge of the European AIS Database (EAD) and associated tools. Familiarity with ICAO Annex 15 and other international aeronautical data standards is essential. Strong data analytic skills, technical writing skills in English, and stakeholder engagement skills are also required. Candidates should demonstrate analytical thinking, problem-solving abilities, effective communication, networking skills, and the capacity to plan and organize effectively. The ability to work in a multinational and multicultural environment is crucial, along with professional conduct that aligns with the corporate behaviors of the Agency.

Educational Background:
The educational background required for this position includes a university degree in a relevant domain, which can be a 4-year degree or a 3-year degree with an additional year of relevant professional experience. Candidates with professional training of an equivalent level may also be considered. Internal candidates are encouraged to check the intranet for equivalency of in-house experience to educational qualifications where appropriate.

Experience:
The position requires a minimum of 3 years of relevant professional experience in the aviation or air traffic management domain. Candidates should have a solid background in operational aviation data and experience with the European AIS Database (EAD) and associated tools. Familiarity with ICAO Annex 15 and other international aeronautical data standards is also necessary. The ideal candidate will have demonstrated experience in conducting operational analyses and implementing service improvements.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Candidates must also be able to become basic users of French at levels A1/A2 before the end of the probation period. This requirement is in line with the Common European Framework of References for languages (CEFR).

Additional Notes:
The position is open to nationals of EUROCONTROL Member States only. The selected candidate will be offered a contract for a duration of five (5) years, which may be renewed for a total duration of up to nine (9) years or converted into an undetermined contract. A probationary period of nine (9) months must be successfully completed before the candidate is established in the post. Internal candidates will retain their current type of appointment duration. The successful candidate will be appointed at the grade specified in the vacancy notice, or at the basic grade of the published job level if a group of grades has been published. Candidates not selected will be placed on a reserve list for similar roles, valid for one year from the closing date of applications.
