Job Overview: The (Associate) IT Officer and Business Analyst position is situated within the Coordination Division of the Legal Directorate at the EIB's headquarters in Luxembourg. This role is pivotal in ensuring that the Legal Directorate is equipped with the necessary IT applications to meet its operational needs. The successful candidate will work closely with a Senior Legal Engineering and Innovation Officer to identify and implement new applications that enhance the efficiency and effectiveness of the Legal Directorate's operations. The position requires a proactive approach to liaising with various stakeholders to align IT solutions with business requirements, ensuring that the Legal Directorate can leverage technology to improve its processes and deliverables. Additionally, the role involves contributing to the development and maintenance of the Legal Directorate's intranet, ensuring compliance with the Bank's data governance and quality frameworks, and supporting the successful delivery of IT projects.
Duties and Responsibilities: The duties and responsibilities of the (Associate) IT Officer and Business Analyst include:
Coordinating the prospecting of new IT applications suitable for the Legal Directorate, ensuring that they meet the specific needs of the department.
Providing maintenance, assistance, and development support for existing IT applications used by the Legal Directorate.
Liaising with stakeholders within the Legal Directorate to ensure that IT solutions are closely aligned with business needs.
Contributing to the successful delivery of IT projects and managing change effectively within the Legal Directorate.
Developing and maintaining the Legal Directorate's intranet presence, ensuring it is user-friendly and informative.
Acting as the JU Data Officer, leading efforts related to compliance with data governance, management, and quality frameworks.
Identifying and addressing data governance issues that may impact the Legal Directorate's operations.
Participating in meetings of the Information Governance Steering Committee to represent the Legal Directorate's interests.
Streamlining internal processes and mapping, standardizing, controlling, and automating legal workflows, documents, templates, and electronic records. 1
Providing change management support for IT, Legal Tech, and Innovation projects within the Legal Directorate.
Required Qualifications: Candidates must possess a university degree, preferably in Business Administration, Computer Science/Engineering, or another relevant field. A minimum of three years of professional experience in a role related to IT engineering and/or innovation is required. Familiarity with the software development lifecycle (SDLC) is essential, ideally within the EIB or a similar organization. Experience in business analysis and change management is considered a strong asset. Candidates should have knowledge of Microsoft SharePoint Online, Business Object, Microsoft 365, OpenText Livelink, and Smart-IT. Excellent organizational skills, the ability to prioritize tasks, and a strong customer orientation are crucial for success in this role. A solid understanding of the EIB's mission, organization, and activities is also necessary.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Business Administration, Computer Science, or Engineering. This educational foundation is essential to understand the technical and business aspects of the role effectively.
Experience: The position requires at least three years of relevant professional experience in IT engineering and/or innovation. Candidates should have a proven track record of working in roles that involve the development and management of IT applications, as well as experience in business analysis and change management.
Languages: Proficiency in English is mandatory, and a good command of French is also required, as both languages are official working languages of the EIB. Knowledge of other EU languages would be advantageous but is not mandatory. Candidates must demonstrate proficiency at level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
Additional Notes: This is a full-time position at grade 4/5, and the EIB offers a permanent contract. The role requires regular office presence at the EIB headquarters in Luxembourg.
