Job Overview:
The Middle East Regional Manager is a pivotal role within ACAPS, responsible for leading the organization's efforts in the Middle East, particularly in Yemen and Syria. This position involves developing and implementing the ACAPS Middle East strategy, overseeing various analytical workstreams, and managing a team that includes three Senior Analysts and one Project Manager. The Regional Manager will engage with stakeholders and donors, identify new opportunities for ACAPS in the region, and establish efficient operational processes. The successful candidate will have a strong operational background and a deep understanding of how accurate, independent analysis can influence humanitarian outcomes. This role requires collaboration with the Chief Operating Officer and the Chief Analyst to ensure the quality and relevance of the analysis produced.

Duties and Responsibilities:
The duties and responsibilities of the Middle East Regional Manager include leading the strategic planning process for the regional strategy, ensuring that the analytical focus aligns with humanitarian principles. The Regional Manager will build and lead high-performing teams, providing mentorship and guidance, while also supervising staff and consultant contracts. They will ensure timely delivery of activities, monitor project risks, and provide regular updates to donors. Additionally, the Regional Manager will develop and lead the regional fundraising strategy, maintain relationships with operational and donor partners, and oversee the financial management of the hubs in the Middle East. The role also involves ensuring compliance with financial reporting and management processes, as well as developing new programs and expanding existing ones.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in international development, business administration, or a relevant field. A Bachelor's degree combined with substantial work experience may also be accepted. At least 10 years of field experience in senior management roles is essential, with previous experience as a director" style="border-bottom: 1px dotted #007bff !important;">Country Director or Regional Manager being highly preferred. The candidate should have a proven track record in leading teams and operations in humanitarian contexts, as well as experience in managing remote teams and navigating complex negotiations. Strong decision-making and problem-solving skills are required, along with a significant understanding of humanitarian needs assessments and methodologies for data analysis.

Educational Background:
The educational background required for this position includes a Master's degree in international development, business administration, or a related field. A Bachelor's degree may be acceptable if accompanied by extensive relevant work experience. The candidate should have a solid understanding of the global humanitarian architecture and regional dynamics, particularly in the Middle East.

Experience:
The position requires at least 10 years of senior management experience in humanitarian operations. Candidates should have experience leading diverse teams, managing complex projects, and facilitating planning processes. Proven experience in managing remote teams and a strong understanding of humanitarian needs assessments are critical. Familiarity with institutional donors and the ability to work effectively under tight deadlines are also necessary.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, proficiency in a regional language is considered an asset, enhancing the candidate's ability to engage with local stakeholders and partners effectively.

Additional Notes:
This is a national staff contract position based in Amman, Jordan, with a contract duration until December 31, 2025, which is extendable. The role is full-time and involves regular travel to various locations covered by the Regional Hub.
