Job Overview:
The European AIS Database (EAD) Domain Manager will be responsible for providing senior operational expertise and strategic guidance related to EAD activities. This role involves ensuring the successful delivery of objectives and operational efficiency in the development of services. The manager will drive the design, development, and implementation of procedures, processes, and technical solutions relevant to EAD, ensuring alignment with organizational strategies and regulatory requirements. The position requires leading the operational development of systems, assessing changes and potential risks, and acting as the main coordination point for operational service evolution. The manager will also monitor and analyze the progress of EAD implementation and advise senior management on emerging needs and opportunities, formulating strategic recommendations. Additionally, the role includes creating and maintaining comprehensive operational documentation, leading training activities, and fostering collaboration with internal and external partners.

Duties and Responsibilities:
  • Provide senior operational expertise and strategic guidance for EAD-related activities and service development.
  • Drive the design, development, refinement, and implementation of relevant procedures, processes, and technical solutions.
  • Lead the operational development of EAD systems, assess changes and potential risks, and ensure expertise for cross-domain evolutions.
  • Act as the main coordination point for operational service evolution and support the iNM product management team in defining service requirements.
  • Monitor and analyze the implementation progress of EAD and associated operational developments, advising senior management on emerging needs and opportunities.
  • Create and maintain comprehensive operational documentation, performance guidelines, and reports.
  • Lead and coordinate training content development and deliver courses as needed.
  • Provide guidance and mentorship to teams and colleagues, fostering continuous improvement and operational excellence.
  • Collaborate with key internal and external partners, acting as an operational liaison in EAD expertise. 1
  • Represent the service at high-level events and consultations, and carry out any other tasks in line with the job's main purpose.

Required Qualifications:
Candidates must possess a university degree in a relevant domain, which can be complemented by 4 years of professional experience or 3 years of experience plus 1 year of relevant professional experience. Alternatively, professional training of an equivalent level is acceptable. Internal candidates can refer to the intranet for equivalency information. Additionally, a minimum of 10 years of relevant professional experience is required. Certification or training in Aeronautical Information Services/Management (AIS/AIM) or EAD operations is highly desirable. Candidates should demonstrate proficiency in operational aviation data and have experience in the aviation or air traffic management domain. Knowledge of the European AIS Database (EAD) and associated tools, as well as familiarity with ICAO Annex 15 and other international aeronautical data standards, is essential. Strong technical writing skills in English and stakeholder engagement skills are also required.

Educational Background:
The educational background required for this position includes a university degree in a relevant field, which can be supplemented by professional experience. Candidates with professional training of an equivalent level may also be considered. Internal candidates should verify their in-house experience equivalency on the intranet. The educational qualifications must align with the minimum requirements set by EUROCONTROL.

Experience:
The position requires a minimum of 10 years of relevant professional experience in the aviation or air traffic management domain. Candidates should have substantial experience in operational aviation data and familiarity with the European AIS Database (EAD) and its associated tools. Experience in leading projects and managing change within a multinational and multicultural environment is also essential.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is the working language of the Agency. Candidates must also be basic users of French at levels A1/A2 before the end of the probation period. The language proficiency levels are based on the Common European Framework of Reference for Languages (CEFR).

Additional Notes:
The contract for this position is for a duration of five (5) years, with the possibility of renewal for a total duration of up to nine (9) years or conversion into an undetermined contract. The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
