Job Overview:
The Functional Business Analyst position at EUROCONTROL is designed for individuals who are passionate about leveraging technology to solve complex business challenges. The selected candidate will be responsible for gathering, analyzing, and documenting business requirements, ensuring that the solutions developed align with the organization's strategic goals. This role requires a strong technical foundation and the ability to collaborate effectively with development teams to validate software solutions post-development. The Functional Business Analyst will also be involved in creating comprehensive documentation, providing training to end-users, and supporting user acceptance testing. This position is pivotal in enhancing the efficiency of business operations and improving user productivity through innovative solutions.

Duties and Responsibilities:
The duties and responsibilities of the Functional Business Analyst include:
  • Collecting and analyzing new business requirements and translating them into functional systems requirements.
  • Creating and reviewing functional specifications for business solutions using tools such as IBM ERM and DOORS, as well as formal modeling languages like BPMN and Archimate.
  • Collaborating with development teams during Agile sprints to ensure a clear understanding of functional requirements and monitoring software deliverables through various techniques, including code reviews and testing.
  • Developing and maintaining end-user documentation and training materials, providing guidance on the use of systems and processes.
  • Contributing to the development of functional test plans and coordinating the overall test lifecycle with the user community to ensure quality standards are met.
  • Participating in service management processes, analyzing incidents, and suggesting effective solutions for change and release management.
  • Identifying opportunities for improving business operations and proposing enhancements to processes, tools, and documentation.
  • Staying updated on technological developments and sharing knowledge within the organization.
  • Performing any other tasks aligned with the main purpose of the job.

Required Qualifications:
Candidates must possess completed university studies of at least four years in a relevant domain such as Engineering or IT. Additionally, a minimum of two years of relevant working experience is required, particularly in user requirements and process modeling. Familiarity with BPMN, Archimate, or equivalent languages is essential, along with knowledge of software development lifecycle methodologies. Candidates should also have skills in data analysis (SQL) and software quality assurance, including testing and validation. Strong drafting skills in English are necessary, as well as analytical thinking, problem-solving abilities, customer focus, quality focus, teamwork, and the ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviors of the Agency is expected.

Educational Background:
The educational background required for this position includes a completed university degree of at least four years in a relevant field such as Engineering, Information Technology, or a related discipline. This educational foundation is critical for understanding the technical aspects of the role and for effectively engaging with both technical and non-technical stakeholders.

Experience:
The position requires a minimum of two years of relevant working experience. This experience should include a strong background in user requirements gathering, process modeling, and familiarity with software development methodologies. Candidates should demonstrate their ability to analyze and solve business problems effectively, as well as their experience in collaborating with development teams in an Agile environment.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is the primary working language of the Agency. Additionally, candidates are required to become a basic user of French at level A1 before the end of the probation period. A higher level of proficiency in French would be considered an asset, as it enhances communication within the multilingual environment of EUROCONTROL.

Additional Notes:
The position is offered as a hybrid work arrangement, combining onsite and remote work, although full-time remote working is not available. The contract duration is initially set for three years, with the possibility of extension or conversion into a permanent contract. Candidates must successfully complete a nine-month probationary period before being established in the post. The selected candidate will be engaged at the basic grade of the advertised grades, and those not selected will be placed on a reserve list for similar roles, valid for one year from the closing date of applications.
