Job Overview: The Technical Head of Program will be responsible for implementing the mandate and strategy of Humanity & Inclusion under the supervision of the Deputy Regional Director for the Sahel and West Africa. This role involves contributing to the programmatic development of social missions within the technical and MEAL (Monitoring, Evaluation, Accountability, and Learning) scope. The Technical Head of Program will ensure the optimization of quality and impact of projects across the seven countries, aligning with the priorities defined in the Technical Strategies. This position will lead the establishment of a regional technical unit and new functional frameworks within the SAO region. The role requires a strong focus on management, strategy development, and external representation, ensuring that HI's expertise is promoted effectively.
Duties and Responsibilities:
Management: Serve as an exemplary manager embodying HI's values, translating strategy into operational objectives, and organizing the operational management of the team.
Strategy and Oversight: Contribute to the development of the operational strategy in line with HI's overall strategy, ensuring the deployment of cross-cutting approaches within programming.
Social Mission Development: Define the funding strategy for the program, focusing on new themes or innovations in existing sectors.
Quality Standards and Expertise: Ensure the technical quality and relevance of HI's activities within the designated scope.
External Representation: Represent HI's expertise in relevant networks, supporting specialists in engaging with partners, institutional donors, and authorities.
Emergency Preparedness and Response: Lead emergency preparedness actions and reorganize team priorities in response to humanitarian imperatives during emergencies.
Required Qualifications: Candidates must hold a master's degree in one of HI's technical sectors, international cooperation, or humanitarian development. A minimum of 5 years of experience in humanitarian development is required, with experience in managing multi-faceted or complex projects. Experience in the inclusion of people with disabilities or vulnerable groups is essential. Candidates should demonstrate leadership skills, the ability to inspire trust, motivate others, and make informed decisions. Teamwork and cooperation are crucial, as is resilience to stress and uncertainty.
Educational Background: A master's degree in a relevant field such as international cooperation, humanitarian development, or a technical sector related to HI's mission is required for this position. This educational background is essential for understanding the complexities of the role and the challenges faced in humanitarian contexts.
Experience: The position requires at least 5 years of experience in humanitarian development, particularly in project management. Candidates should have a proven track record of working in complex environments and managing diverse teams effectively. Experience in the West African context will be considered an asset, as it will enhance the candidate's ability to navigate the specific challenges faced in the region.
Languages: Fluency in French is mandatory for this position, as it is the primary language of communication within the organization and the regions served. Knowledge of additional languages relevant to the West African context would be advantageous, enhancing communication with local stakeholders and communities.

The international contract includes social coverage tailored to individual needs, including unemployment insurance for EU nationals, retirement insurance, and health coverage. The salary starts at €2,869 gross per month, depending on professional experience, with additional allowances for hardship and rest and recuperation based on the mission location. Employees are entitled to 25 days of paid leave per year, and the position is open to families depending on the mission location. Housing is provided individually by HI, and local residents will receive a local package.
