Job Overview:
The SRHiE Programme Specialist will be based in the UNFPA DRC sub-country office in Goma, serving as the focal point for the implementation of UNFPA's sexual and reproductive health (SRH) humanitarian interventions. This role involves ensuring the quality and timely execution of the Minimum Initial Service Package (MISP) for reproductive health in emergencies, as well as outreach efforts. The specialist will liaise with donors, implementing partners, stakeholders, and government entities, working collaboratively with the Country Office’s program and operations staff. The position requires a strong commitment to UNFPA's mission and values, as well as the ability to manage complex programs effectively in a challenging environment.

Duties and Responsibilities:
  • Programme Development and Planning: Provide technical guidance on SRHiE interventions, ensuring alignment with UNFPA global standards and national health policies. Lead the implementation of MISP for SRH, support maternal and neonatal health interventions, and improve reproductive health commodity supply. Collaborate with government and NGOs to design and implement country programs. Conduct needs assessments and monitor program execution.
  • Programme Implementation, Monitoring, Evaluation and Reporting: Analyze and report on program progress, conduct field monitoring visits, and prepare regular reports. Establish an M&E system for the RH component and ensure compliance with SRH standards.
  • Coordination: Facilitate coordination among RH stakeholders, participate in humanitarian coordination mechanisms, and assist in advocacy and resource mobilization efforts. Establish partnerships with executing agencies and ensure effective knowledge management strategies are implemented.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Medicine, Public Health, Reproductive Health, Global Health, or related fields. A Medical Doctor (MD) with experience in maternal and neonatal health is an advantage. Candidates should have at least 5 years of professional experience in SRH program management, health system strengthening, or humanitarian response, with proven experience in MISP implementation, family planning, and maternal health. Familiarity with health financing and digital health innovations is an asset. Strong understanding of GBV response and humanitarian health coordination mechanisms is essential.

Educational Background:
An advanced university degree (Master’s or equivalent) in relevant fields such as Medicine, Public Health, Reproductive Health, or Global Health is required. A Medical Doctor (MD) is preferred, particularly with experience in maternal and neonatal health.

Experience:
A minimum of 5 years of professional experience in sexual and reproductive health program management, health system strengthening, or humanitarian response is required. Candidates should have proven experience in implementing the Minimum Initial Service Package (MISP), family planning, maternal health, and Emergency Obstetric and Neonatal Care (EmONC). Experience working with government institutions, NGOs, and donor agencies in SRH programming is essential, along with familiarity with health financing and supply chain management.

Languages:
Fluency in French (spoken and written) is required for this position. A working knowledge of English is highly desirable, as it will facilitate communication with international partners and stakeholders.
