Job Overview:
The Representative position is pivotal in leading a country office team to design and implement a comprehensive population and development program, focusing on sexual and reproductive health. The role involves building partnerships with governments, UN agencies, civil society, and the private sector to achieve the transformative results outlined in UNFPA's strategic plan for 2022-202
  • The Representative is responsible for ensuring that the country program aligns with national development agendas and addresses the needs of the most vulnerable populations. This includes advocating for sexual and reproductive health rights and integrating these issues into broader development strategies. The Representative will also oversee the implementation of programs in emergency settings, ensuring that the organization can respond effectively to crises while maintaining its commitment to human rights and sustainable development.

Duties and Responsibilities:
The duties and responsibilities of the Representative include leading the strategic direction and planning of UNFPA's initiatives in the country, managing resources effectively, and ensuring the safety and well-being of staff. The Representative will establish institutional relationships with various stakeholders, promote UNFPA's role in national development, and coordinate the development of strategic plans for humanitarian actions. Additionally, the Representative will provide leadership in policy dialogue, engage national counterparts through advocacy, and represent UNFPA in inter-agency discussions. The role also involves driving results-based management, ensuring compliance with UNFPA policies, and carrying out any other duties as assigned by the Regional Director.

Required Qualifications:
Candidates must possess an advanced university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration. The position requires a strong understanding of population and development issues, sexual and reproductive health, and humanitarian contexts. Candidates should demonstrate exceptional leadership skills, the ability to manage teams effectively, and a commitment to UNFPA's mission and values. Proven experience in advocacy, policy dialogue, and communication with partners is essential, along with a dedication to the principles of the United Nations.

Educational Background:
An advanced university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration is required for this position. This educational background is crucial for understanding the complexities of population and development issues and for leading effective programs in sexual and reproductive health.

Experience:
Candidates should have at least 10 years of progressively responsible professional experience in public administration and international development, with a minimum of 8 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, particularly in developing, humanitarian, or crisis contexts. The ability to lead teams and achieve high-quality results is critical, as is experience in advocacy and policy dialogue at both national and international levels.

Languages:
Fluency in English and Spanish is required for this position, as these languages are essential for effective communication and collaboration within the organization and with external partners. A working knowledge of Portuguese would be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders in the region.
