Job Overview: The International Consultant on eLearning will play a crucial role in the development and management of the Programme’s Learning Management System (LMS) under the guidance of the Chief of the Justice Section at UNODC HQ in Vienna. This position requires a blend of technical expertise and project management skills to ensure the effective implementation of the GLOU61 project, which focuses on enhancing the capacity of Member States to tackle drugs, crime, and terrorism through standardized learning tools. The consultant will be responsible for providing technical support, training eLearning managers, and continuously improving the LMS to meet the evolving needs of users. The role also involves monitoring and assessing the project’s implementation and assisting in the development of new IT strategies to enhance the learning experience.
Duties and Responsibilities: The consultant will be tasked with a comprehensive set of responsibilities, including:
Managing and maintaining the eLearning Learning Management System, ensuring its functionality and accessibility for users.
Providing second-level support, maintenance, and updates to the LMS.
Training eLearning managers at various sites to ensure they can effectively utilize the LMS.
Offering technical advice on digital applications to the UNODC eLearning Programme Coordinator.
Monitoring and assessing the implementation of the project, identifying areas for improvement, and reporting findings to the Programme Coordinator.
Configuring and maintaining offline servers to support the LMS.
Introducing new tools and features to enhance the LMS as needed.
Setting up eLearning Centres at counterpart facilities and customizing courses within the LMS.
Supporting users in accessing and utilizing the eLearning platform, providing helpdesk assistance as required. 1
Collaborating with the Programme Management Unit to ensure the LMS meets the needs of public officials in various working conditions and locations.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in computer sciences, information technology, or related fields. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of 7 years of relevant professional experience in the IT field, particularly with governmental, educational, or international organizations, is required. Candidates should have a strong knowledge of IT and computer hardware and software, with practical experience in the maintenance and administration of computer-based training (CBT) software. Excellent analytical, planning, communication, teamwork, client orientation, and organizational skills are also desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in computer sciences, information technology, or a related field. In cases where candidates hold a first-level university degree in similar fields, they must also have two additional years of qualifying experience to be considered for the role.
Experience: The position requires a minimum of 7 years of relevant professional working experience in the IT field. This experience should ideally be gained within governmental, educational, or international organizations, demonstrating a strong understanding of the unique challenges and requirements of these sectors. Candidates should have a proven track record of managing IT projects and providing technical support in a professional setting.
Languages: Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations. Knowledge of French, another official language of the UN, is considered an advantage, as it may facilitate communication and collaboration within the organization and with international partners.
