Job Overview:
The HR Senior Assistant - Learning and Development plays a crucial role in supporting the HR Manager by providing technical and administrative assistance in managing Human Resources processes. This position is vital for ensuring that HR services are delivered efficiently and effectively, adhering to UNOPS' rules and regulations. The HR Senior Assistant will be responsible for managing learning and development programs, assisting with logistics for training sessions, and maintaining the Learning Management System (LMS). The role requires a client-oriented approach, attention to detail, and the ability to manage multiple tasks simultaneously. The HR Senior Assistant will also serve as a point of contact for clients, addressing inquiries and providing guidance on HR initiatives.

Duties and Responsibilities:
The HR Senior Assistant's duties include supporting the Learning Management System (LMS) and learning activity administration, which involves participating in the design and delivery of various learning programs, assisting participants with training recommendations, and managing workshop logistics. Additionally, the role includes providing help-desk support for learning inquiries, preparing monthly newsletters, and assisting with payment and procurement processes. The HR Senior Assistant will track travel requests, manage participant data in the LMS, and generate reports to aid decision-making. Overall, the position requires a proactive approach to ensure the smooth operation of HR services and support the organization's mission.

Required Qualifications:
Candidates must possess a Secondary School Certificate as a minimum requirement. A First University Degree in Human Resources Management, Business Administration, Public Administration, or related fields is desirable and can substitute for some experience. The position requires a minimum of five years of professional experience in HR services for those with a Secondary School Certificate, or two years with a Diploma, or one year with a Bachelor's Degree. Proficiency in office software and experience with HR information systems are essential. Familiarity with the UN system and development sector is advantageous.

Educational Background:
The educational background required for this position includes a Secondary School Certificate as a baseline. A First University Degree in relevant fields such as Human Resources Management, Business Administration, or Public Administration is preferred. This educational foundation is critical for understanding the complexities of HR processes and effectively supporting the HR Manager in various tasks.

Experience:
The HR Senior Assistant position requires a significant level of experience in providing HR services. Candidates should have at least five years of professional experience in an international or national organization if they hold a Secondary School Certificate. Alternatively, candidates with a Diploma should have a minimum of two years of experience, while those with a Bachelor's Degree should have at least one year of relevant experience. Experience within the UN system or development sector is considered a valuable asset, as it provides insight into the unique challenges and requirements of HR in this context.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UNOPS language is considered an asset, enhancing communication capabilities within the diverse international environment of the UN.

Additional Notes:
The contract type for this position is a Local Individual Contractor Agreement at the LICA 5 level, with a duration of 12 months and the possibility of extension based on performance, funding availability, and service necessity.
