Job Overview:
The Consultant position focuses on counter financing of terrorism and counter proliferation financing, specifically working with the goAML team. The consultant will be responsible for developing case studies that provide expert insights into proliferation financing (PF) and enhancing the goAML software. This role requires the creation of scripts and storyboards for e-learning modules related to PF, as well as writing an advisory document that will be accessible to users of the goAML software. The consultant will work under the supervision of the Head of GPML and collaborate with other UNODC consultants and staff to deliver practical advice and outputs that will improve the detection and reporting of proliferation financing activities.

Duties and Responsibilities:
The consultant's duties include:
  • Developing case studies for the goAML team that focus on the detection of proliferation financing, successful implementation of PF-targeted financial sanctions, and the integration of Open Source Intelligence (OSINT) in detection practices, utilizing Graph Database functionalities.
  • Producing storyboards and scripts for goAML e-learning modules that educate users on proliferation financing.
  • Writing an advisory document on proliferation financing for reporting entities, which will be posted on the goAML message board. The consultant will ensure that all deliverables meet the required standards and are completed within the specified timeframe.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as criminal justice, criminology, law, political science, or management. Alternatively, a first-level university degree in these fields combined with two additional years of qualifying work experience may be accepted. Formal qualifications or certifications from recognized authorities in customs, police, or military training, along with specialization in criminal justice or law enforcement, may also be accepted in lieu of the first-level degree if accompanied by four additional years of qualifying work experience. A minimum of two years of professional experience in research and analysis related to preventing the financing of terrorism and proliferation of weapons of mass destruction is required, along with experience in delivering technical assistance on UNSC sanctions and to public/private institutions. Project management experience is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as criminal justice, criminology, law, political science, or management. A first-level university degree in these fields, combined with additional qualifying work experience, may also be considered. Additionally, formal qualifications or certifications from recognized institutions in customs, police, or military training, along with specialization in criminal justice or law enforcement, may be accepted in lieu of the first-level degree if accompanied by sufficient work experience.

Experience:
The position requires a minimum of two years of professional experience, specifically in research and analysis related to the prevention of terrorism financing and the proliferation of weapons of mass destruction. Candidates should have experience in delivering technical assistance on United Nations Security Council sanctions and in providing support to both public and private institutions. Experience in project management is considered an asset, as it demonstrates the ability to oversee and coordinate complex tasks effectively.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French, another working language of the UN, is considered an advantage and may enhance a candidate's suitability for the role. Proficiency in additional languages could also be beneficial, depending on the specific needs of the position and the organization.
