Job Overview: The Regional Planning, Monitoring and Evaluation (PM&E) Adviser plays a critical role in providing technical advice and quality assurance for results and evidence-based planning, monitoring, reporting, and evaluation within the region. This position emphasizes the importance of integrating evaluation findings into regional and country-level programming, ensuring that UNFPA's initiatives are effective, efficient, and sustainable. The adviser will work closely with various divisions within UNFPA, including the Independent Evaluation Office, to enhance the quality of evaluation processes and products, aligning them with UNFPA's Evaluation Policy and quality standards. The role also involves promoting a culture of results-oriented management and facilitating capacity-building initiatives to strengthen the skills of PM&E officers and partner institutions.
Duties and Responsibilities: The Regional PM&E Adviser is responsible for a wide range of duties, including:
Strategic Results Support: Contributing to the formulation of the Regional Programme based on evaluative evidence, ensuring integration of evaluation findings into programming, and providing oversight for regional and country programmes.
Capacity Development: Conducting capacity-building initiatives, ensuring PM&E officers are knowledgeable about UNFPA policies, and developing training materials.
Evidence and Knowledge Development: Analyzing and disseminating knowledge on best practices in planning, monitoring, and evaluation, and ensuring lessons learned are incorporated into strategies and policies.
Oversight and Technical Support: Advising on planning and funding for evaluations, supporting the development of evaluation capacities, and leading the implementation of the regional evaluation strategy.
Additional Duties: Carrying out any other responsibilities as required by UNFPA leadership, ensuring timely and quality support to country offices, and fostering partnerships with evaluation networks.
Required Qualifications: Candidates must possess a Master's degree (or equivalent) in fields such as public health, social science, demography, gender, economics, international relations, or international development. Additional training in monitoring and evaluation is considered an asset. The role requires at least 10 years of progressively responsible professional experience in international development, with a minimum of five years at the international level. Candidates should have substantial experience in managing complex evaluations and a strong track record of innovative leadership in this area. Knowledge of global and regional geopolitical issues relevant to UNFPA's mandate is essential, along with expertise in results-based management and evaluation methodologies.
Educational Background: A Master's degree or equivalent in relevant fields such as public health, social science, demography, gender, economics, international relations, or international development is required. Additional training in monitoring and evaluation is advantageous and will enhance a candidate's profile for this position.
Experience: The position requires a minimum of 10 years of professional experience in international development, with at least five years at the international level. Candidates should have significant experience in managing evaluations at the regional or country level, including inter-agency evaluations. Experience in the United Nations system, particularly with UNFPA or similar multilateral organizations, is highly desirable. Fieldwork experience and familiarity with UNFPA's transformative areas will be considered strong assets.
Languages: Fluency in English is mandatory, while knowledge of other official UN languages, particularly Arabic and/or French, is desirable. Proficiency in these languages will enhance communication and collaboration within the organization and with partners.
