Job Overview:
The position of Evaluation Expert with Deputy Team Leader function is integral to the successful implementation of the EU-funded tender for Technical Assistance in Support Measures for Regional and Multi-Country Programmes in Sub-Saharan Africa. The primary objective of this role is to ensure the efficient and effective management of the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP). The expert will be responsible for providing technical services to the DG INTPA unit A.02, focusing on the management and delivery of the Technical Assistance Component, which includes conducting evaluations. This role requires a deep understanding of evaluation methodologies and the ability to work collaboratively with a diverse team to deliver high-quality services to various stakeholders, including DG INTPA units and European Union Delegations (EUDs).

Duties and Responsibilities:
The Evaluation Expert will play a crucial role in the implementation of the contract, working alongside a team of key and non-key experts. Responsibilities include leading evaluation processes, ensuring adherence to evaluation standards and guidelines, and producing comprehensive evaluation reports. The expert will be expected to engage in data collection and analysis, utilizing various methodologies such as surveys, interviews, and focus groups. Additionally, the role involves project management tasks, including budgeting, scheduling, and stakeholder engagement. The expert will also be responsible for maintaining effective communication with team members and stakeholders, ensuring that all evaluations are conducted in accordance with the OECD/DAC Evaluation Criteria and the Evaluation Policy and Procedures of the European Union. The position requires flexibility, as the expert may need to travel to Sub-Saharan Africa or other regions as necessary to fulfill contract objectives.

Required Qualifications:
Candidates must possess a level of education corresponding to at least 5 years of completed university studies in relevant fields such as Economics, Political Science, Social Science, or Development Studies. Strong knowledge of evaluation theories, methodologies, and best practices is essential. Candidates should demonstrate excellent writing and oral presentation skills in English, alongside strong analytical and problem-solving abilities. The ability to work collaboratively as part of a team and produce high-quality evaluation reports is crucial. Familiarity with gender, human rights-based approaches, and social inclusion considerations in evaluations is also required. Additionally, candidates should have a working knowledge of French, as it is necessary for effective communication within the team.

Educational Background:
The educational background required for this position includes a minimum of 5 years of completed university studies in fields directly related to the role, such as Economics, Political Science, Social Science, or Development Studies. This educational foundation is critical for understanding the complexities of evaluation in the development sector and for applying relevant methodologies effectively.

Experience:
Candidates should have at least 10 years of professional experience in evaluation within the development sector. Proven experience as a team leader or deputy team leader in complex evaluation assignments is essential. Familiarity with various monitoring and evaluation methodologies, including portfolio, impact, effectiveness, and efficiency evaluations, is also required. Specific experience with data collection and analysis, as well as knowledge of EU development policy and cooperation programmes, will be advantageous.

Languages:
The mandatory language for this position is English, with excellent writing and oral presentation skills required. Additionally, a working knowledge of French is necessary for effective communication within the team. Proficiency in other languages may be considered an asset but is not mandatory.

  • The contract will involve a minimum of 720 days of implementation over 48 months. Key experts will be based in Europe and must be available for at least four in-person meetings per year in Brussels.
