Job Overview: The position of Expert to support with management and coordination of the SSA MIP is critical for the successful implementation of the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP). This role involves providing technical assistance to the DG INTPA unit A.02, focusing on the management and delivery of the Technical Assistance Component, which includes evaluations and support measures for the SSA MIP. The expert will work closely with a team of key and non-key experts, ensuring that the team possesses complementary skills and experiences across all priority areas covered by the SSA MIP. The overall goal is to enhance the efficiency and effectiveness of the programme's implementation, thereby contributing to the sustainable development of Sub-Saharan Africa.
Duties and Responsibilities: The key responsibilities of this position include:
Implementing the contract by coordinating with team members and stakeholders to ensure high-quality service delivery.
Managing project activities, including planning, coordination, and reporting, while liaising with experts and stakeholder groups.
Drafting Terms of Reference (ToRs) for short-term technical expertise and organizing the selection of experts.
Assisting experts in organizing events and ensuring effective communication among all parties involved.
Conducting evaluations and assessments to measure the impact and effectiveness of the SSA MIP.
Establishing and maintaining good working relationships with a wide range of stakeholders at both national and global levels.
Participating in regular meetings and providing updates on project progress and challenges.
Ensuring compliance with EU development policies and procedures throughout the project lifecycle.
Required Qualifications: Candidates must possess a level of education corresponding to at least 5 years of completed university studies in fields such as Economics, Political Science, Social Science, Development Studies, or a directly related discipline. Additionally, candidates should demonstrate excellent communication and negotiation skills, with proven experience in project coordination and team management. Strong writing and oral presentation skills in English are essential, along with the ability to establish effective working relationships with diverse stakeholders. Experience related to Sub-Saharan Africa is considered an advantage, as is expertise in project management, including planning, reporting, and liaising with experts.
Educational Background: The educational background required for this position includes a minimum of 5 years of university-level education in relevant fields such as Economics, Political Science, Social Science, or Development Studies. This educational foundation is crucial for understanding the complexities of international development and the specific challenges faced in Sub-Saharan Africa.
Experience: Candidates should have at least 8 years of professional experience in the implementation and overall management of regional and/or multi-sector development policies or programmes. Additionally, a minimum of 5 years of experience in strategic coordination related to the aforementioned professional skills is required. This experience should encompass a deep understanding of EU development policy, cooperation programmes, and procedures, as well as familiarity with monitoring and reporting systems for complex programmes.
Languages: Fluency in English is mandatory, with excellent writing and oral presentation skills. Additionally, a working knowledge of French is required for the team of key experts, as it is essential for effective communication within the context of the SSA MIP and its stakeholders.

The contract duration is set for 48 months, requiring a minimum of 720 days of work. Key experts will be based in Europe and must be available for at least four in-person meetings per year in Brussels. There may also be opportunities for deployment to Sub-Saharan Africa or other regions as necessary for the contract's objectives.
