Job Overview: The Programme ManagementAdvisor will play a crucial role in connecting the Scientific Advisory Board with its members, research partners, and the Executive Office of the Secretary-General. This position is essential for ensuring the success and sustainability of the Board through effective program and stakeholder management. The advisor will be responsible for managing project planning, communications, Board retreats and events, donor relations, and engagement with the UN System. The role requires close coordination with the Senior Portfolio Manager and the Strategic Planning and Monitoring Unit (SPMU) to ensure that all activities align with the Board's objectives and that fundraising efforts are integrated into the Board's workstreams. The advisor will also supervise project staff within the Board Secretariat, ensuring that all activities are executed efficiently and effectively.
Duties and Responsibilities:
Deliver science advice material to senior UN leadership by identifying research priorities and preparing advice on emerging scientific topics relevant to the UN. This includes developing science briefs and dissemination plans while maintaining communication with internal and external stakeholders.
Build science connections across stakeholder groups by developing platforms that connect the Board's work with the broader UN System and engaging with international science forums. This involves planning and executing annual retreats for Board Members to exchange ideas and engage with the Secretary-General.
Advance science communication by enhancing interactions between the Board, the public, and the UN System. This includes developing a social media strategy and conducting public surveys on science literacy.
Manage administration and donor relations by overseeing a small team, maintaining relationships with governments and institutions, and ensuring timely payments to vendors. The advisor will also facilitate the selection process for new Board Members and network institutions bi-annually.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in International Relations, Business Administration, or related fields, with ten years of relevant experience. Alternatively, a first-level university degree (Bachelor's degree or equivalent) with twelve years of relevant work experience will be considered. Relevant experience includes program and policy coordination, stakeholder engagement in international organizations, and advising high-level stakeholders in diplomatic settings. Desirable experience includes managing frameworks on science, technology, and innovation, leading events for high-profile stakeholders, and understanding frontier technologies, particularly artificial intelligence.
Educational Background: An advanced university degree (Master’s or equivalent) in fields such as International Relations, Business Administration, or related disciplines is required. A first-level university degree (Bachelor's degree or equivalent) may be accepted with additional relevant work experience. Candidates should have a strong academic background that supports their ability to engage with complex scientific and policy issues.
Experience: The position requires significant experience in program and policy coordination, stakeholder engagement, and science advice in inter-governmental contexts. Candidates should have a proven track record of developing policies and strategies on emerging global issues and advising high-level stakeholders. Experience in managing the implementation of science and technology frameworks, as well as resource mobilization in UN organizations, is highly desirable.
Languages: Fluency in English (reading, writing, speaking) is mandatory. Knowledge of another United Nations official language is considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the UN's multilingual environment.
Additional Notes: The contract type is a fixed-term staff contract at the P4 level, initially for one year, with the possibility of renewal based on performance and funding availability.
