Job Overview:
The position of Technical Assistance Expert/Team Leader is critical for the successful implementation and management of the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP). The role involves providing technical services to the DG INTPA unit A.02, focusing on the Technical Assistance Component of the SSA MIP. The expert will be responsible for coordinating a team of professionals, ensuring that all aspects of the project are executed efficiently and effectively. This includes managing evaluations, facilitating communication among stakeholders, and delivering high-level services to various entities involved in the SSA MIP. The expert will also play a pivotal role in fostering collaboration among team members and ensuring that the project aligns with the strategic objectives of the EU-funded tender.

Duties and Responsibilities:
The Technical Assistance Expert/Team Leader will have a range of responsibilities, including but not limited to: leading the implementation of the SSA MIP, coordinating with key and non-key experts to ensure a comprehensive approach to project management, providing guidance and support to team members, establishing and maintaining effective working relationships with stakeholders at both national and global levels, overseeing project planning and delivery, managing evaluations and reporting, drafting Terms of Reference (ToRs) for short-term technical expertise, organizing expert selection processes, and ensuring compliance with EU financial and administrative requirements. The expert will also be expected to participate in regular meetings and contribute to strategic discussions regarding the project's direction and objectives.

Required Qualifications:
Candidates must possess a level of education corresponding to at least 5 years of completed university studies in relevant fields such as Economics, Political Science, Social Science, or Development Studies. Additionally, candidates should demonstrate excellent communication and negotiation skills, along with strong writing and oral presentation abilities in English. Proven leadership skills and successful experience in project coordination and team management are essential. Candidates should also have experience in building relationships with a diverse range of stakeholders and possess coordination skills necessary for guiding a connected and informed team. Knowledge of the financial and administrative requirements of EU contracts is also required.

Educational Background:
The ideal candidate should have completed at least 5 years of university education in a relevant field, such as Economics, Political Science, Social Science, or Development Studies. This educational background is crucial for understanding the complexities of international development and the specific challenges faced in Sub-Saharan Africa.

Experience:
Candidates should have a minimum of 10 years of professional experience in areas related to the SSA MIP, including identification, formulation, implementation, monitoring, and evaluation of policies, programs, and projects. At least 5 years of this experience should be in strategic coordination, demonstrating the ability to lead technical teams and ensure coherence with international partners and initiatives. Familiarity with EU development policy and cooperation programs is also essential.

Languages:
A working knowledge of French is required for all key experts, as it is necessary for effective communication within the team and with stakeholders. Proficiency in English is also mandatory, with excellent writing and presentation skills being crucial for the role. Additional language skills may be considered an advantage but are not mandatory.

Additional Notes:
This position is full-time and is expected to commence in September 2025, with a contract duration of 48 months, requiring a minimum of 960 days of work. The key experts will be based in Europe and must be available for at least four in-person meetings per year in Brussels. There may also be opportunities for deployment to Sub-Saharan Africa or other regions as needed to fulfill the contract's objectives.
