Job Overview: The Integrated Programming Officer (IP Officer) plays a crucial role in supporting the work of NRC by conducting holistic assessments and referring cases to enhance integrated programming and advocacy efforts. This position involves planning and prioritizing teamwork within the Integrated Programming (IP) Team, coordinating the assessment workload of Assistants in alignment with the Core Competency Coordinator. The IP Officer is responsible for conducting assessments, providing technical guidance to Assistants, and serving as the primary point of contact for assessments in the designated area. The role requires a proactive approach to data management and reporting, ensuring that projects effectively target beneficiaries in need and exploring innovative ways to assist them. The IP Officer is also tasked with promoting Safe and Inclusive Programming Minimum Standards across their area of work, ensuring adherence to NRC policies and guidelines, and managing the overall assessment processes at the Area Office level.
Duties and Responsibilities: The Integrated Programming Officer will have a comprehensive set of duties and responsibilities, including:
Ensuring adherence to NRC policies, tools, handbooks, and guidelines.
Managing the workload of assessments across all Core Competencies and overseeing the overall assessment processes, including data management.
Preparing and developing status reports as required by management and ensuring proper filing of documents.
Ensuring that projects target beneficiaries most in need and exploring new ways to assist them.
Promoting and sharing ideas for technical improvement.
Supporting the implementation of Safe and Inclusive Programming Minimum Standards.
Planning and prioritizing the work of the Core Competency (CC) and IP Assistants assigned to conduct assessments.
Acting as the technical manager for dedicated caseworkers and conducting inductions and training for newly joined staff.
Assigning tasks to CC Assistants and IP Assistants, monitoring task completion and quality, and ensuring data is recorded according to procedures. 1
Conducting assessments and interviews with vulnerable households, particularly for complex or sensitive cases. 1
Performing quality checks on available data and revising referrals to different Core Competencies as needed. 1
Following up with Core Competencies Coordinators for assessed cases and requesting technical support for complex cases. 1
Identifying opportunities for operational or programming improvements based on assessment insights. 1
Acting as the contact point for IP operational issues in the area and coordinating assessment missions. 1
Providing regular reports to management and acting as the IP focal point with the Government liaison unit.
Required Qualifications: The position requires several key qualifications, including:
At least 2 years of experience working in complex and volatile contexts.
A detailed understanding of the assessment process and tools.
Documented results related to the responsibilities of the position.
Proficiency in using database systems and following established processes.
Fluency in English and native proficiency in Persian, both written and spoken.
Excellent communication and interpersonal skills.
Expertise in programs, eligibility criteria, and referral pathways.
Experience working as a social worker is considered an asset.
Educational Background: Candidates for the Integrated Programming Officer position should possess a relevant educational background that aligns with the responsibilities of the role. This may include degrees in social work, humanitarian studies, international relations, or related fields. A strong academic foundation in these areas will provide the necessary knowledge and skills to effectively conduct assessments and manage programming efforts.
Experience: The ideal candidate should have a minimum of 2 years of experience working in complex and volatile contexts, demonstrating a solid understanding of the assessment process and tools. Experience in humanitarian settings, particularly in roles that involve direct interaction with vulnerable populations, is highly desirable. The candidate should also have a proven track record of achieving results related to the responsibilities outlined in the job description.
Languages: Fluency in English is mandatory, along with native proficiency in Persian, both written and spoken. These language skills are essential for effective communication with beneficiaries, colleagues, and external partners. Additional language skills may be considered an asset, particularly if they are relevant to the populations served by NRC in Iran.
Additional Notes: This position is full-time and based in Tehran, Iran. The Integrated Programming Officer will be expected to work collaboratively with various stakeholders, including local partners, INGOs, and UN agencies. The role may involve occasional travel within the country to conduct assessments and engage with beneficiaries.
