Job Overview: The Senior Specialist in Wages and Labour Income will be a key figure within the Inclusive Labour Markets, Wages and Working Conditions Branch (INWORK) of the Conditions of Work and Equality Department (WORKQUALITY). This position is crucial for leading the development and production of the Global Wage Report and other knowledge tools related to wages and incomes. The incumbent will engage in policy development activities, focusing on the design and implementation of wage and income policies. The role requires providing policy advice and technical assistance to ILO constituents, including governments and organizations representing employers and workers. The Specialist will also contribute to the implementation of ILO conclusions on wage policies, including living wages, and will develop training modules to enhance the capacity of stakeholders in this area. The position demands collaboration with various units within the ILO and requires a strong understanding of economic and labor market analysis, as well as the ability to address issues of gender and equality in wage policies.
Duties and Responsibilities:
Lead the development of the Global Wage Report and related knowledge tools, ensuring high-quality outputs that meet the needs of ILO constituents.
Conduct policy development activities, including the creation of new methodologies for wage and income policies.
Provide expert policy and technical advice on wage policies, including minimum wages, pay gaps, and wage protection.
Support ILO constituents in identifying their needs and provide technical support through comparative policy analyses.
Contribute to the design and implementation of Decent Work Country Programmes (DWCPs) and other development cooperation frameworks.
Initiate and coordinate innovative research and analysis in the area of wages and labor incomes.
Develop training modules and knowledge products on wage policies and facilitate their dissemination.
Draft and peer review reports and publications for various ILO meetings and conferences.
Strengthen the capacity of ILO constituents to design and implement wage policies. 1
Identify opportunities for partnerships in wage policy areas and develop collaborative relationships with stakeholders. 1

Required Qualifications: Candidates must possess an advanced level university degree (Master’s or equivalent) in economics, with a strong emphasis on quantitative methods. A first-level university degree (Bachelor’s or equivalent) in economics may be accepted if accompanied by two additional years of relevant experience. Candidates should have a deep understanding of wage-related economic analysis and demonstrate the ability to develop and implement new concepts and policies in response to evolving needs. Strong leadership and management skills are essential, as well as the ability to provide technical advice and guidance on policy developments. Excellent research, analytical, drafting, and communication skills are required, along with the ability to adapt to diverse audiences and work effectively in a multicultural environment.
Educational Background: The educational background required for this position includes an advanced level university degree (Master’s or equivalent) in economics. Candidates with a first-level university degree (Bachelor’s or equivalent) in economics may be considered if they have two additional years of relevant experience. The focus should be on the utilization of quantitative methods in economic analysis, particularly in relation to wage policies and labor income.
Experience: Candidates must have at least seven years of experience in economic analysis, particularly on wage-related subjects, including experience at the international level. This experience should demonstrate a strong understanding of wage policies and the ability to conduct comprehensive analyses that inform policy development and implementation.
Languages: Candidates must have an excellent command of one of the ILO's working languages (English, French, or Spanish). A working knowledge of a second language is required, with one of the two languages being Spanish. Additional Notes: The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance and conduct.
