Job Overview:
The position of Specialist in Wages and Labor Incomes is situated within the Inclusive Labor Markets, Wages and Working Conditions (INWORK) service of the ILO's WORKQUALITY department. This department consolidates the ILO's expertise in various areas including economic analysis, labor market conditions, labor migration, disability inclusion, gender and racial equality, and the integration of policies. The INWORK service strives to improve working conditions and worker protection through effective policies while contributing to an inclusive labor market that provides access to quality employment for all. The role involves leading the development and production of the Global Wage Report and related knowledge tools, conducting policy formulation activities, providing technical assistance to ILO constituents regarding wages and incomes, and preparing training modules. The Specialist will work under the direct supervision of the Senior Economist, Specialist in Wages and Labor Incomes, and will collaborate with other units and specialists within the ILO.

Duties and Responsibilities:
  • As the lead specialist in the area of wages and incomes, the incumbent will be responsible for substantial segments of the work program, including identifying priorities for wage and income policies, formulating strategies, and providing high-quality technical support at global, regional, and national levels.
  • Review inclusive institutional, legal, and policy frameworks and facilitate their strengthening and effective implementation.
  • Support ILO constituents in determining their needs and provide appropriate technical support, including comparative policy analysis.
  • Contribute to the design and implementation of Decent Work Country Programmes (DWCPs) and participate in multidisciplinary initiatives to ensure an integrated approach.
  • Initiate, design, conduct, and coordinate innovative research and analysis that responds to the evolving needs of constituents in the area of wages and labor incomes.
  • Develop and coordinate the production of knowledge products and training modules on wages and labor policies.
  • Contribute to reports, publications, and other documents, ensuring high-quality outputs.
  • Strengthen the capacity of ILO constituents to formulate, improve, implement, and monitor wage policies.
  • Seek opportunities to establish technical and strategic partnerships in the area of wage policies. 1
  • Organize and facilitate seminars, conferences, and other events, representing the ILO at various levels.

Required Qualifications:
The position requires a higher university degree (master's or equivalent) in Economics, with a focus on quantitative methods. Alternatively, a bachelor's degree in Economics may be accepted, provided it is accompanied by two additional years of relevant experience. Candidates must have at least seven years of experience in economic analysis, particularly on wage-related issues at an international level. Excellent command of one of the ILO's working languages (Spanish, French, or English) is mandatory, along with practical knowledge of a second official language, with Spanish being one of them.

Educational Background:
Candidates must possess a higher university degree (master's or equivalent) in Economics, which includes the use of quantitative methods. A bachelor's degree in Economics may be accepted if supplemented by two years of relevant experience, along with the required years of experience as specified.

Experience:
Candidates should have a minimum of seven years of experience in economic analysis, especially related to wages, at an international level. This experience should demonstrate a strong understanding of wage policies and labor income issues.

Languages:
Proficiency in one of the ILO's working languages (Spanish, French, or English) is required. Candidates whose mother tongue is not one of the ILO's working languages must have a satisfactory knowledge of at least one of the ILO's working languages and are expected to acquire knowledge of a second language during their first years of service.

Additional Notes:
The contract is for a fixed duration of 24 months, with the possibility of extension based on satisfactory performance. The position is subject to a probationary period for external candidates during the first two years of service. All employment contracts are governed by the ILO's Staff Regulations and other applicable internal rules.
