Job Overview: The National Project Officer position is a critical role within the ILO Country Office for Ukraine, which is implementing the ILO Transitional Cooperation Strategy for Ukraine for 2024-202
This strategy focuses on three main pillars: Investing in People, Creating Quality Employment and Sustainable Enterprises, and Improving Labor Market Governance and Social Dialogue. The National Project Officer will support the National Project Manager in delivering project outcomes, particularly in the context of labor market challenges faced by vulnerable groups, including women and internally displaced persons (IDPs) in the Kyiv region. The officer will be responsible for ensuring the successful implementation of project activities, collaborating with various stakeholders, and promoting gender equality and non-discrimination throughout the project.
Duties and Responsibilities:
Provide support to the National Project Manager (NPM) in the day-to-day implementation and administration of project activities, ensuring alignment with project objectives and coordination with relevant offices and partners.
Collaborate closely with project partners to design and revise annual work plans and prepare budget proposals, considering various approaches and methods for effective project management.
Review and analyze work plans, progress reports, and other documentation for clarity and completeness, monitoring project activity progress and addressing any delays or issues.
Engage with technical officers and counterparts in government and partner organizations to expedite project implementation and meet established targets.
Assist in programming and controlling project resources, preparing budget estimates and expenditure forecasts, and recommending actions based on resource monitoring.
Promote gender equality and non-discrimination in all project aspects, ensuring inclusive practices are integrated into project activities.
Required Qualifications: Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. Additionally, candidates should have one to two years of professional experience at the national level in project management, implementation, monitoring, and evaluation. Experience with UN and ILO projects will be considered an advantage. Technical expertise in employment and labor market policies, public employment services, skills development, industrial relations, social dialogue, and labor law is also beneficial. Knowledge of the policymaking process in Ukraine is essential.
Educational Background: The educational requirement for this position is a first-level university degree in a relevant field such as economics, public policies, or development studies. This educational background is crucial for understanding the complexities of project management and implementation within the context of labor market governance and social dialogue.
Experience: The ideal candidate should have between one to two years of professional experience in project management, particularly in the areas of implementation, monitoring, and evaluation at the national level. Previous experience working with UN agencies or ILO projects will be highly regarded, as it demonstrates familiarity with international labor standards and practices.
Languages: Excellent knowledge of both Ukrainian and English, both oral and written, is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of project documentation and reports.
