Job Overview:
The National Communications Officer will play a crucial role in supporting the communication and visibility efforts of the ILO Country Office for Ukraine. This position is integral to the implementation of the ILO Transitional Cooperation Strategy for Ukraine for 2024–2025, which focuses on three main pillars: investing in people, creating quality employment and sustainable enterprises, and improving labor market governance and social dialogue. The officer will be responsible for designing and implementing outreach activities, preparing visibility products, and developing a comprehensive communication plan for various Development Cooperation Projects. The role requires collaboration with project teams and stakeholders to ensure effective communication and awareness-raising activities that align with the ILO's mission and objectives.

Duties and Responsibilities:
  • Design and implement outreach activities in coordination with the Department of Communication (DCOMM), including the preparation of visibility products and communication plans for Development Cooperation Projects.
  • Coordinate awareness-raising activities in collaboration with relevant team members and consultants.
  • Maintain and regularly update a comprehensive list of beneficiaries, constituents, partners, donors, and participants, ensuring they are informed about the Country Office's activities.
  • Collect and archive beneficiaries' success stories and photo/video materials in coordination with project teams.
  • Establish and update electronic publications and manage social media channels, including e-newsletters and project-specific social media accounts.
  • Review and edit various publication materials, including booklets, leaflets, briefing notes, reports, and activity reports.
  • Draft news releases, articles, beneficiaries' stories, social media posts, and other informational publications, while preparing concepts and scripts for promotional videos and visibility materials.
  • Coordinate with designers and technical production teams to ensure high-quality output and assist in the distribution of information materials.

Required Qualifications:
Candidates must possess a first-level university degree in communication, journalism, international relations, political science, social science, or a related field. Additionally, they should have at least two years of professional experience in policy advocacy, communication, and the organization and implementation of awareness-raising campaigns. Experience in writing news stories and creating content for social media is essential. Specific professional experience in producing information materials across various formats (online, print, audio-visual) and creating visibility through social media is highly desirable. Experience working with vulnerable groups will be considered an asset.

Educational Background:
The position requires a first-level university degree in a relevant field such as communication, journalism, international relations, political science, or social science. This educational background is crucial for understanding the complexities of communication strategies and the socio-political context in which the ILO operates, particularly in Ukraine.

Experience:
Candidates should have a minimum of two years of professional experience in relevant fields, particularly in policy advocacy and communication. This experience should include organizing and implementing awareness-raising campaigns, writing news stories, and creating engaging content for social media platforms. Specific experience in producing diverse information materials and working with vulnerable populations will enhance a candidate's suitability for this role.

Languages:
Fluency in both English and Ukrainian is mandatory, with excellent oral and written communication skills in both languages. This bilingual proficiency is essential for effectively engaging with diverse stakeholders and ensuring that communication materials resonate with the target audience. Knowledge of additional languages may be considered an advantage but is not required.

Additional Notes:
The position is a fixed-term contract for 12 months, with the possibility of extension based on various factors, including the availability of funds and the continuing need for the functions performed. The recruitment process is open to both internal and external candidates, with specific local recruitment and eligibility criteria applicable for external candidates.
