Job Overview:
The position of Consultor Nacional involves the development of technical specifications for the refurbishment of spaces in the prison of Sao Tome and the construction of a new prison facility in Principe. The consultant will be responsible for ensuring that the specifications meet the necessary standards and requirements for the successful execution of the project. This role requires a deep understanding of construction processes, technical specifications, and the specific needs of prison facilities. The consultant will work closely with UNDP and other stakeholders to ensure that the project aligns with national and international standards, as well as the specific needs of the local context. The assignment is expected to last for a total of 40 days over a period of 6 months, allowing for thorough planning, execution, and review of the specifications.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:
  • Conducting a comprehensive assessment of the current prison facilities in Sao Tome to identify areas that require refurbishment.
  • Collaborating with UNDP and relevant stakeholders to gather input and requirements for the new prison facility in Principe.
  • Developing detailed technical specifications for the refurbishment and construction projects, ensuring compliance with safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and operational standards.
  • Preparing documentation and reports that outline the specifications and justifications for the proposed works.
  • Engaging with contractors and suppliers to ensure that the specifications are understood and can be met.

  • Monitoring the implementation of the project to ensure adherence to the technical specifications and quality standards.

Required Qualifications:
Candidates must possess a strong background in civil engineering, architecture, or a related field, with proven experience in developing technical specifications for construction projects. Familiarity with prison design and construction standards is highly desirable. The consultant should have excellent analytical and communication skills, with the ability to work collaboratively with diverse stakeholders. Strong project management skills and the ability to meet deadlines are essential for this role. Additionally, candidates should demonstrate a commitment to ethical practices and the principles of sustainable development.

Educational Background:
A minimum of a bachelor's degree in civil engineering, architecture, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset. Candidates should have a solid understanding of construction management principles and practices, as well as knowledge of local and international building codes and regulations.

Experience:
The ideal candidate should have at least 5 years of professional experience in construction project management, with a focus on developing technical specifications. Experience working with international organizations, particularly in the context of prison facilities or similar projects, is highly advantageous. Candidates should demonstrate a track record of successfully managing complex projects and delivering high-quality results within specified timelines.

Languages:
Fluency in Portuguese is mandatory, as it is the official language of Sao Tome and Principe. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and partners. Knowledge of other languages relevant to the region may also be beneficial.
