Job Overview: The Environmental Damage Assessment Project aims to empower the State Environmental Inspectorate of Ukraine to effectively assess and calculate environmental damage resulting from various adverse events, including military aggression and natural disasters. This position involves providing technical support for the implementation of project activities, particularly in the context of mitigating long-term environmental disasters in Ukraine. The role requires reviewing and analyzing international best practices in environmental damage assessment, utilizing remote sensing technologies and GIS tools, and developing recommendations for the effective use of these tools in Ukraine. The successful candidate will be expected to contribute to the creation of an Interactive Environmental Damage Register Platform, which will serve as a vital resource for documenting and analyzing environmental damage within the Inspectorate's jurisdiction.
Duties and Responsibilities:
Conduct a comprehensive review of existing environmental information systems and electronic tools used in the USA and EU for environmental monitoring and damage assessment.
Analyze the results of remote sensing and OSINT to assess environmental damage caused by military actions, particularly in national parks.
Develop methodological recommendations for utilizing remote sensing results in environmental damage assessments.
Propose technical requirements for the Environmental Damage Register, focusing on dimensions and parameters necessary for accurate damage calculations.
Create training materials for civil servants on using electronic tools for damage assessment and conduct training sessions.
Compile a list of recommended information processing standards (ISO/EN) for the State Environmental Inspectorate.
Prepare proposals and technical requirements for cartographic displays on web portals.
Draft analytical papers related to environmental damage assessment.
Ensure timely provision of technical support to meet project needs under the supervision of the Project Manager. 1
Complete additional tasks as assigned by UNDP management. 1
Prepare a comprehensive report on the tasks performed during the project.
Required Qualifications: Candidates must possess a strong understanding of environmental science, remote sensing technologies, and GIS applications. They should demonstrate analytical skills and the ability to synthesize complex information into actionable recommendations. Proficiency in project management and technical writing is essential. Candidates should also exhibit strong communication skills and the ability to work collaboratively with diverse stakeholders, including government officials and civil society organizations. Familiarity with international environmental standards and practices is highly desirable.
Educational Background: A bachelor's degree in environmental science, geography, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for the position. Additional certifications in GIS or remote sensing technologies would be advantageous.
Experience: Candidates should have a minimum of 3-5 years of professional experience in environmental assessment, project management, or related fields. Experience working with governmental or international organizations on environmental issues is highly valued. Familiarity with the Ukrainian context and environmental legislation will be considered an asset.
Languages: Fluency in Ukrainian and English is mandatory. Proficiency in additional languages, particularly Russian, would be considered a plus, as it may facilitate communication with various stakeholders in the region.
Additional Notes: This is a full-time contract position with a duration that may be extended based on funding availability and performance. The role includes a Volunteer Living Allowance (VLA) of USD 2076 per month, a one-time entry lump sum of USD 400, and an exit allowance of USD 101.78 for each month served. Medical and life insurance coverage is provided for the duration of the assignment. UN Volunteers accrue annual leave at a rate of 2.5 days per month, with provisions for learning leave and sick leave as outlined in the contract.
