Job Overview: The position of Local Consultant for Monitoring and Evaluation is crucial for the successful implementation of the Women’s Economic Empowerment in the South Caucasus (WEESC) project, particularly in its third phase. The consultant will play a key role in updating the Monitoring and Evaluation (M&E) manual, establishing a shared database for data collection, and conducting training sessions for UN Women staff and partner organizations in Armenia. The consultant will ensure that the monitoring and evaluation processes align with UN Women’s standards and effectively support the project’s goals of empowering women, especially those who are poor and socially excluded. This role requires a deep understanding of M&E practices and the ability to engage with various stakeholders to foster collaboration and effective communication.
Duties and Responsibilities: The consultant will be responsible for several key tasks:
Updating the Monitoring and Evaluation manual for the WEESC Phase III project, ensuring it meets current needs and standards (approximately 5 working days).
Establishing a shared Excel database for data entry and collection to facilitate efficient monitoring (2 working days).
Developing and conducting training sessions for UN Women staff and relevant NGOs or partner organizations on best practices in Monitoring and Evaluation (3 working days).
Supporting the Armenia UN Women Country Office in establishing and implementing the M&E processes for WEESC Phase III (approximately 5 working days).
Assisting the Armenia UN Women CO staff in verifying and implementing the data monitoring process (5 working days).
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, humanities, or a related field. Alternatively, a first-level university degree combined with four additional years of qualifying experience may be accepted in lieu of the advanced degree. The role requires a strong background in monitoring, reporting, and evaluation, with a minimum of two years of progressively responsible work experience for those with a Master’s degree, or four years for those with a Bachelor’s degree. Experience in data monitoring using low-code custom applications, such as Zoho Creator, is essential, along with a proven track record in conducting capacity-building training sessions. Familiarity with UN agencies in Georgia will be considered an asset.
Educational Background: The educational requirements for this position include a Master’s degree or equivalent in social sciences, humanities, or a related field. In cases where candidates hold a first-level university degree, they must also have four additional years of relevant experience to qualify for the position. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and practical skills to effectively contribute to the monitoring and evaluation processes of the WEESC project.
Experience: The position requires at least two years of relevant work experience in monitoring, reporting, and evaluation for candidates with a Master’s degree. For those with a Bachelor’s degree, a minimum of four years of progressively responsible experience is required. Candidates must demonstrate experience in data monitoring, particularly using low-code custom applications, and must have a background in conducting training sessions aimed at building capacity within organizations. Experience working with UN agencies in Georgia is highly desirable and will enhance the candidate's suitability for the role.
Languages: Fluency in English and Georgian is mandatory for this position, as effective communication in both languages is crucial for engaging with stakeholders and conducting training sessions. Knowledge of Russian is considered desirable, as it may facilitate communication with a broader range of partners and stakeholders in the region.
Additional Notes: This consultancy is home-based, meaning that no travel will be required for the position. The consultant will work remotely and will report to the WEESC Programme Analyst, receiving support from the WEESC Project Assistant regarding contract and payment issues. The role is expected to be part-time, with specific working days allocated to each task outlined in the responsibilities. The consultant will be expected to adhere to UN Women’s policies and procedures, including a commitment to integrity, professionalism, and respect for diversity in all interactions.
