Job Overview:
The position of National Consultant for Institutional and Strategic Capacity Development in Economic Resilience at the Ministry of Population and Solidarity is a critical role aimed at enhancing the capabilities of the ministry in Madagascar. The consultant will be responsible for providing expert advice and support in developing institutional frameworks that promote economic resilience. This involves assessing current capacities, identifying gaps, and proposing strategies to strengthen the ministry's ability to respond to economic challenges. The consultant will work closely with ministry officials and stakeholders to ensure that the strategies developed are practical and aligned with national priorities. The role requires a deep understanding of economic resilience concepts and the ability to translate them into actionable plans that can be implemented effectively within the ministry's operational context.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current institutional capacities of the Ministry of Population and Solidarity in relation to economic resilience.
  • Identify key areas for improvement and develop a strategic plan to enhance the ministry's capabilities.
  • Collaborate with ministry officials to design and implement training programs aimed at building skills and knowledge in economic resilience.
  • Facilitate workshops and meetings to engage stakeholders and gather input on proposed strategies.
  • Monitor and evaluate the implementation of capacity development initiatives, providing feedback and recommendations for adjustments as necessary.
  • Prepare detailed reports documenting the progress of the consultancy and the outcomes achieved.
  • Ensure that all activities are aligned with UNDP's goals and the specific objectives of the project.

Required Qualifications:
The ideal candidate must possess a strong background in economic development, public policy, or a related field. Proven experience in capacity development, particularly within governmental or institutional settings, is essential. The consultant should have excellent analytical skills, with the ability to assess complex situations and propose effective solutions. Strong communication and interpersonal skills are required to engage with various stakeholders effectively. Familiarity with the socio-economic context of Madagascar and previous experience working with UN agencies or similar organizations will be considered an asset.

Educational Background:
A Master's degree in Economics, Public Administration, Development Studies, or a related field is required. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Additional certifications in project management or capacity development methodologies will be advantageous.

Experience:
Candidates should have a minimum of 5 years of professional experience in economic development, capacity building, or related fields. Experience working with government institutions, particularly in Madagascar or similar contexts, is highly desirable. Proven track record of successfully managing consultancy projects and delivering results within stipulated timelines is essential.

Languages:
Fluency in French is mandatory, as it is the primary language of communication within the ministry and for documentation. Proficiency in English is considered an asset, as it may be required for reporting and communication with international stakeholders. Knowledge of local languages spoken in Madagascar would be beneficial but is not mandatory.

Additional Notes:
The consultancy is expected to last for a total of 160 days spread over a period of 8 months. This position is classified as an individual contractor role, and the consultant will be required to submit their proposals through the UNDP supplier portal. The deadline for submission is April 25, 2025, at 06:58 AM New York time. The consultant will work remotely but may be required to travel within Madagascar for meetings and workshops as necessary.
